The state program of the Russian Federation "Development of science and technologies" until 2020

In December, 2012 the head of the Russian Government Dmitry Medvedev approved the "Development of Science and Technologies" program which defined state policy in scientific and technology spheres of Russia till 2020.

Among stated purposes of the program formation of the competitive and effectively functioning sector of research and development and providing its leading role in processes of technology upgrade of the Russian economy are called.

The program will be implemented in three stages:

  • the first — 2013;
  • the second — 2014-2017;
  • the third — 2018-2020.

The program of basic scientific research in Russia

Financing

It is remarkable that two different options of financing necessary for program implementation, proceeding from two different scenarios are given in the publication: "budget" and "modernization".

The volume of financial provision of the program proceeding from the budget scenario will be in 2013-2020 1.6 trillion rub from which:

  • in 2013 145.12 billion rubles will be selected,
  • in 2014 156.86 billion rubles,
  • in 2015 170.16 billion rubles.

When designing the federal budget for the corresponding years the amounts of financing will be specified.

At the modernization scenario the program will demand in 2013-2020 collateral financial providing in the amount of 636.52 billion rubles:

  • in 2013 – 8.69 billion rubles,
  • in 2014 – 21.3 billion rubles,
  • in 2015 – 33.49 billion rubles.

As expected, the main directions of financing will become:

  • formation of modern infrastructure of the Russian science,
  • development of its personnel potential and material and technical resources,
  • increase in efficiency of basic and application studies.

Program purposes

Achievement of goals of the program will be characterized by the objective indicators including including citing indicators in services of indexing and databases of scientific publications.

So, by 2020 the specific weight of Russia about 3% should increase in the total number of publications in the scientific magazines indexed in Web of Science, the number of publications of the Russian authors in the magazines indexed in Scopus should increase to 13 by each 100 researchers.

Average age of the Russian researchers by 2020 should decrease up to 43 years, and the share of scientists aged up to 39 years should besides time to increase to 35%.

Number of the domestic patent applications for inventions submitted in Russia (coefficient of inventive activity) should make by 2020 2.8 units on 1 thousand people of the population.

The average salary of scientists by 2020 should become twice higher than the average salary in the respective region[1].
