The Ministry of Labour and Employment of the Republic of Karelia automates accounting of 18 subordinated jobcenters

The Neosystems Northwest LTD LLC company successfully completed automation of accounting in the Ministry of Labour and Employment of the Republic of Karelia and in its 18 subordinated jobcenters of the population based on the 1C: Budget Institution Accounting 8 software product, the company reported on December 24, 2012.

Objectives

One of functions of the ministry, as manager of budgetary funds - distribution of financial resources between centers employment and control of their use. An important task is increase in efficiency of expenditure of means.

For its solution it is necessary to create a single system which would allow to organize accounting in the ministry and all jobcenters according to new requirements of the Legislation, to receive the consolidated statements, to carry out the analysis of use of financial resources.

Earlier accounting in the Ministry and jobcenters was conducted using the "1C: Accounting for budgetary institutions 7.7" software product (SP). A system was used for 8 years and had a set of specific completions. It complicated support, strongly increased costs for maintenance. At the next change of the legislation on budget accounting there was a task, to find the universal solution which would allow to create the necessary information system economic in service.

A choice is made for benefit of software "1C: Budget Institution Accounting 8". As the partner the Neosystems Northwest LTD LLC company is attracted to project implementation.

Result

• Accounting in the Ministry and in all jobcenters is brought into accord to new requirements of the legislation for budget accounting and the reporting that allows to hand over the reporting in time and without errors.
• Standard opportunities of the distributed base implemented in the project allow to keep account on all organizations in the uniform center, to make the consolidated statements and to hand over in higher organizations in time.
• Data loading on limits of budget commitments for jobcenters is automated. This information arrives in the form of spreadsheets which according to regulations are under construction on the basis of the data obtained from the Ministry of Finance of RK. It was necessary to transfer manually information from tables to the program earlier. Now specialists of finance division of the Ministry load data on account schedules for all 18 centers a nearly one click of the button. It allows to save considerably operating time of specialists and to reduce quantity of errors.
• A new system quickly provides evident information on distribution and expenditure of budgetary funds by jobcenters and the Ministry. It allowed to increase allocation efficiency of financial resources and, respectively, to improve work of all 18 jobcenters in the Republic of Karelia.
• The developed analytical systems capabilities allowed to strengthen control of use of budgetary funds. The program allows to build without involvement of programmers analytical reports necessary for the management for specific date, by all subordinated organizations, to timely carry out the analysis on items of expenditure, to reveal deviations. It allowed to increase convenience and efficiency of work of specialists of the Ministry.

The head of the finance department of the Ministry of Labour and Employment of RK, Alevtina Sokko noted: "Implementation of the program allowed to give, first, accounting and tax accounting in the Ministry and in jobcenters in a full compliance with regulations and requirements of the current legislation, and secondly, gave the chance to quickly obtain all necessary data from subordinated organizations and to collect the consolidated statements already directly in the Ministry. In the program very convenient report forms are implemented. Pleases that all these reports can be received independently, without the assistance of programmers. In general transition to the modern software product allowed to optimize costs for maintenance and updating of a system".
