Fogsoft started ETP for the Northeast federal university

The Fogsoft company completed the project on creation for the Northeast federal university of M.K. Ammosov (SVFU) of the electronic marketplace (EM).

As noted, began to think of creation of SVFU electronic marketplace not so long ago. Till April, 2010 the university was budgetary institution and therefore it was obliged to be bought under the law "About State Procurements" No. 94-FZ on the electronic platforms (ETP) accredited by the state. Further organizational legal status of the university changed — SVFU became autonomous organization, having got under jurisdiction of the law "About Purchases" No. 223-FZ. The only thing that requires data the law — to publish information on purchases on the official site of zakupki.gov.ru, and purchasing activity can be conducted in any form, convenient for organization.

"In SVFU got used to advantages of electronic procurement therefore to paper biddings the university was not going to return — the expert of Fogsoft Mikhail Fogilev told. — Moreover, the university approached the organization of purchasing activity most seriously, having decided to create not just the platform for biddings, and a difficult complex of automation systems of all purchasing processes".

According to Fogsoft as in any other large university, purchases in SVFU take the significant place. The list of necessary goods, works and services is extensive here — from office and small repair work to the knowledge-intensive equipment for laboratories and educational audiences. The electronic marketplace was developed for SVFU on the iTender platform based on which about fifty ETP work today. As expected, the created complex on optimization of purchasing activity will save the university from problems most of which the highest educational institutions face today.

"Difficulties usually face with approval of the purchase plan as in universities quite specific organizational structure with a mass of divisions and the extensive list of purchases — explained at the Northeast federal university. — As there is a lot of projects, centralization of purchasing activity when according to the actions plan and the submitted applications the annual procurement program forms becomes the best option".

SVFU electronic marketplace automates process of approval and purchase planning thanks to the planning module which is built in the platform, the university providing communication of actions with purchases. Then the platform automatically transfers the created purchase plan to electronic biddings. It is possible "to bargain" using such procedures here as: auctions, tenders, requests for proposals and requests for quotations. Upon completion of each bidding the SVFU electronic platform controls approval of the text of the agreement, its execution and also payment under the agreement.

The new electronic marketplace works in full accordance with 223-FZ according to which SVFU is obliged to report on the purchases. In particular, the platform creates everything the documents on purchasing activity of university ordered by this law and shortly will automatically transfer necessary information to the website zakupki.gov.ru. Thus, the university will be exempted from handmade large volume, emphasized in Fogsoft.
