Administration of Khabarovsk Krai (MFC-chapel)

The end-to-end system of MFC Chapel integrated with the regional system of interdepartmental electronic interaction (RSIEI) allows to implement the principle of "one window" when rendering the public (municipal) services to the population. Today the expert system of MFC Chapel successfully works in the Volgograd and Magadan regions, Khabarovsk Krai, the Republic of Mari El, is at an implementation stage in other regions and the municipal entities of the Russian Federation. Based on a technology platform Chapel the uniform information and analytical Internet portal of MFC Moskovskoy network of the region is created. In the Sakha (Yakutia) Republic there began the work the Regional center of telephone service for informing and consultation of physical persons and legal entities concerning providing the public and municipal services which is also implemented on the information and technological Chapel platform. It is important to note that key activity of BFT Company on ensuring territorial availability to the population of the public and municipal services is close cooperation with Russian Post today. Automation of activity of the multifunction centers based on departments of Russian Post of the Republic of Mari El by means of the system of MFC Chapel became one of joint projects on ensuring availability of services to the population.

In MFC Habarovskogo network of Krai it is centralized the information system of providing the public and municipal services of MFC Chapel providing complex automation of process of rendering services to the population is implemented. The solution is implemented according to the new rules of the MFC organization adopted by Order of the Government of the Russian Federation No. 1376 of December 22, 2012.

Within preparatory work on the centralized system implementation of MFC Chapel the list of the provided public and municipal services based on MFC Habarovskogo network of Krai was defined. In a system processes of providing each service according to the administrative regulations approved for it were configured and also on each service control indicators of process and results of its providing are configured.

In a basis of network functioning of MFC of Khabarovsk Krai the principle of "one window" which assumes an exception or the greatest possible restriction of participation of the applicant in processes of collecting of the different references and documents necessary for receiving the public and municipal services is underlain. The solution of MFC Chapel BFT Company allows to render in 2 branches of MFC of Khabarovsk Krai to the population of service in the principle of "one window" already today that as much as possible facilitates obtaining these or those documents for citizens, passing long reconciliation procedure and circulations on offices.

The automated consultation of citizens concerning rendering the public (municipal) services using expert system of MFC Chapel provides acceptance of requests of applicants for providing the public and municipal services, transfer of the specified requests to information systems of the bodies providing the public (municipal) services and also obtaining result of providing these services by the applicant in MFC. Today citizens can obtain detailed information on the course and results of accomplishment of each of stages of provision of services in several ways. One of such options is the appeal to the Center of Telephone Service (CTS) where citizens can not only specify information on provided in Khabarovsk Krai (including based on MFC) the public (municipal) services, but also to obtain exact information on a status of consideration of the submitted application. Besides, it is possible to register in queue in acceptance to the specialist of MFC for receiving state services using infomats – electronic self-service terminals of citizens.

According to the results of 5 months of system operation of MFC Chapel in MFC Habarovskogo network of Krai the total quantity of the registered clients (the citizens who addressed for state services) from December, 2012 to April, 2013 increased and today makes about 7.5 thousand people that, in turn, proves efficiency and convenience of application of a system of MFC Chapel in practice.

The centralized system implementation of MFC Chapel is also implemented in the Amur, Volgograd, Magadan, Oryol regions and the Republic of Mari El.
