Biography

Was born in the city of Konstantinovka, Donetsk region, USSR.

In 1980 left secondary school No. 15 of Konstantinovka.

The higher education. In 1986 left the Riga special secondary school of militia of the Ministry of Internal Affairs of the USSR, in 1991 - the Riga branch of the Minsk higher school of the Ministry of Internal Affairs of the USSR, in 1998 - a magistracy of National academy of internal affairs of Ukraine, in 2010 - a higher educational institution UKOOP of the union "Poltava university of economy and trade, cross-industry institute of advanced training and retraining of specialists" in "Accounting and audit". Specialty by training - jurisprudence, management in the field of law and order, accounting and audit.

Career

In 1981 after the termination of technical training college worked at Konstantinovsky steel works of Frunze.

From 1981 to 1983 passed military service in Armed forces of the USSR.

In January, 1984 arrived to a position of the militiaman-driver of department of private security at Department of Internal Affairs of October district executive committee of Riga.

From 1986 to 1990 worked at a position of the operative of OBHSS of Ventspilsky MROVD of the Latvian SSR, in then it was transferred, with own desire, to Konstantinovsky GO ATC Donetskoy of region where till 1998 held positions of the operative, chief of OUIM and the deputy chief of city department of militia.

In 1998 held positions of the deputy chief of the 6th department of Organized Crime Control Department and the deputy chief of the Makiivka department of fight against organized crime of Organized Crime Control Department of Regional Office of the Ministry of Internal Affairs of Ukraine in Donetsk region.

In 1999-2001 headed inspectorate for staff of UROS Regional Office of the Ministry of Internal Affairs of Ukraine in Donetsk region.

In 2001 it is appointed to the position of the head of department of Public service on fight against economic crime, afterwards at a position of the first deputy chief of Regional Office of the Ministry of Internal Affairs of Ukraine in Donetsk region, and in 2005-2006 fulfilled duties of the chief of the Mariupol highest professional school of the Ministry of Internal Affairs of Ukraine. For fair and professional execution of the duties at the beginning of 2007 it was transferred for further service to the Ministry of Internal Affairs of Ukraine where held positions of the deputy chief of General staff and head of the department of strategic analysis and forecasting.

In March, 2008 it was dismissed from service in bodies of the Ministry of Internal Affairs of Ukraine for age in resignation in a special rank "militia major general".

From May, 2008 to July, 2009 - the vice-chairman of Public tax administration in Poltava region, from July, 2009 to June, 2010 - the first deputy chairman - the head of department of tax police of GNA in Poltava region.

From June to July, 2010 - the first deputy chief of tax police of GNA of Ukraine. From July to December, 2010 - the First Deputy Chairman of Public tax administration of Ukraine.

To the position of the Chairman of the State Tax Administration of Ukraine it is appointed on December 25, 2010.

On November 7, 2011 the president Victor Yanukovych dismissed the Interior Minister Anatoly Mogilyov and appointed Vitaly Zakharchenko the Minister of Internal Affairs, having released Zakharchenko from a post of the Chairman of the State Tax Administration.

In November, 2013 for maintenance of a constitutional order and prevention of disorders on the Euromaidan, Zakharchenko sent to Kiev unarmed special forces Golden eagle and internal troops of the Ministry of Internal Affairs of Ukraine which had only police clubs and protective helmets. "Golden eagle" and internal troops of the Ministry of Internal Affairs of Ukraine in January-February, 2014 faced fierce resistance of radical protesters. Vitaly Zakharchenko said that special forces of the Ministry of Internal Affairs of Ukraine on the Euromaidan had no military weapon.

On a post of the Minister of Internal Affairs of Ukraine Vitaly Zakharchenko did not give the order on storm — justifying oneself that the possible scenario of civil war did not want to provoke. "Golden eagle" announced treachery from the Ukrainian power which fighters were left to the mercy of fate, the military weapon was issued to them for self-defense only at the end independently to return to arrangement of the parts.

On February 21, 2014 the Verkhovna Rada of Ukraine dismissed Vitaly Zakharchenko, having replaced him with Arsen Avakov.

In February, 2014 Zakharchenko left Ukraine and moved with family to Moscow.

On April 13, 2014 Vitaly Zakharchenko together with the former Attorney-General of Ukraine Victor Pshonka and the president of Ukraine Victor Yanukovych who is stripped of power in circumvention of the procedure of an impeachment, acted in Rostov-on-Don. Zakharchenko announced the preparing provocations on the Russian-Ukrainian border for the purpose of discredit of army of Russia.

In January, 2015 staying in Sevastopol (which joined the Russian Federation in March, 2014), Vitaly Zakharchenko announced obtaining the Russian citizenship by it and employment by the senior consultant in the Russian state company "Rostekhnologii". Also it provided the Yugo-Vostok charitable foundation created for the help to the retired and acting staff of the Ukrainian militia and inhabitants who were injured during the military conflict in the east of Ukraine.

In March, 2015 it is included in the structure of expert advice of the State Duma Committee on Property where supervises questions of protection of valuable interests of the Russian investors abroad.

In 2016 gave an interview for the documentary by Oliver Stone "Ukraine on fire" and published the book "Bloody Euromaidan — Crime of the Century" devoted to Euromaidan events, its reasons and effects.

On December 16, 2016 Vitaly Zakharchenko pleaded at Dorogomilovsky Court of Moscow which considers the claim of the deputy of the Verkhovna Rada of Ukraine Vladimir Oleynik for recognition of events in Ukraine in 2014 a coup. According to Vitaly Zakharchenko, on people in Kiev in February, 2014 it was fired from the buildings controlled by representatives of "Maidan". Also Zakharchenko said that the leadership of Ukraine on behalf of the president Yanukovych did not plan power option for establishing order on the Maidan, however, tried to resolve a situation the world and to find compromise solutions. Also said that protesters did not let police officers to the Maidan, and they could not help those who needed the help.
