The city administration of Yekaterinburg upgrades management tools purchases

BFT carried out works on implementation of a subsystem of planning of procedures of the state order of the ATsK-Goszakaz system in Yekaterinburg.

Readiness

Implementation of a subsystem is directed to implementation of modern approaches to planning of procurement procedures according to the concept put in the Federal purchasing system.

The subsystem of planning of procedures of the state (municipal) order allows to create purchase plans where customers need in purchases of products and also financing sources of these purchases is defined. Further on the basis of the specified data formation of scheduled plans of order placement is possible. By drawing up schedules there takes place control on respect for rules of law (such as homonymy of products, order placement regulation at SMP).

Project Development

On August 6, 2017 the BFT company announced implementation of additional functionality in the ATsK-Munitsipalny Order system.

Transition since January 1, 2014 to a Contract system caused need of adaptation of the used management tools purchases under regulations of Federal law 44-FZ. One of legislative innovations 44-FZ – establishment of the anti-dumping measures directed to hindrance to artificial understating of the prices when carrying out tender and an auction. Earlier, to become winners, unfair suppliers artificially underestimated the price. These actions of suppliers which are not coordinated to their qualification, quality of accomplishment of former orders led to failure to meet time constraints of accomplishment of the state order, to contract cancelation, to quality degradation of goods, works, services. And to waste of budgetary funds.

For an exception of dumping and gain of control in the field of purchases City administration of Yekaterinburg together with BFT Company within the applied ATsK-Munitsipalny Order system implemented the additional functionality directed on:

• simplification of the procedure of conducting claims activities at the expense of a possibility of accounting of claims and contractual claims and to agreements;
• simplification of an accounting procedure of charge of penalties and penalty fee and control of their payment;
• automation of the procedure of identification of dumping when holding procedures of determination of the supplier, and determination of anti-dumping measures according to requirements of the current legislation.

As a result of project implementation for August 6, 2014 in Yekaterinburg the new module which helps to control unfair participants of procedures of determination of suppliers is used, will improve and optimizes claims activities. As a result the done work positively influences increase in efficiency of budgeted expenses.
