The Christa scientific and production association published upgraded version of the first open solution of monitoring and the analysis of implementation of the public and municipal procurements at the beginning of 2013.

In the new version of the solution accesses for viewing purchase at the expense of budget funds of federal level filtering by types of the purchased products in the form of a tag cloud is also implemented (for more convenient search of purchases), reported in NPO Christa.

Data are updated daily, data source is the official site of the Russian Federation for placement of information on order placement of zakupki.gov.ru. The analysis of purchases is published in the imonitoring supplement for the iPad tablet computers which can be downloaded free of charge from AppStore Apple.

On each subject of the Russian Federation and on purchases of federal level it is possible: see 10 largest purchases and the calendar of holding procurement procedures of any day; comment on a situation; pass to information on purchase on zakupki.gov.ru.

The full software package of monitoring of the state and municipal order of NPO Christa which is the commercial solution is implemented in the Yamalo-Nenets Autonomous Area, the Novosibirsk region and the Republic of Tyva.

On the GKU portal of the Novosibirsk region "Management of a Contract system" in open access it is possible to see a part of information of monitoring of purchases of the Novosibirsk region: Calendar of purchases; Purchases and economy on customers.

The complete version of a software package is available on personal and tablet computers and includes expanded aspects of monitoring of the public and municipal procurements: monitoring of contracts, accomplishment of the floor layout plan of requests, profiles of suppliers and customers, efficiency evaluation of order placement and other directions.

In a full software package not only data of the official site of the Russian Federation for placement of information on order placement, but also information of regional automated systems of order placement can be used.

2013: Development of the existing solution

On October 29, 2013 NPO Christa announced development of the software package "Monitoring of the State (Municipal) Programs".

Additions and advantages

• Implementation of a software package will provide automation of all cycle of work with programs: from formation and approval of drafts of programs (including expert opinions on drafts of programs and an economic case of program implementation) before collection of information about the course of implementation and efficiency evaluation of programs.
• Interaction with automated systems of planning and budget implementation is implemented: data loading for competitive distribution of the planned amount of financing by programs, customers and actions, loading of information on execution of programs and the approved planned amounts of financing.
• Monitoring and the analysis of execution of programs is executed and the reporting under the actual execution, achievement of target indicators, assessment of their influence on change of a situation in different spheres of the region and to identification of reasons for rejection from the planned indicators is prepared.
• Use of cloud model (SaaS, IaaS) allows to maintain at the level of the subject of the Russian Federation the centralized database of information on all municipal programs of all areas, city districts and settlements with connection of municipalities via the web interface.
