The Russian IT company CBOSS developed the platform for implementation of service of portability of the mobile number (MNP). CBOSSconvergence3 system is capable to consider information from the database of the postponed numbers (DPN). The Government of the Russian Federation should appoint the operator of BDPN, and mobile operators should approve with it technical features of implementation of MNP.

Creation of the solution CBOSS for service of portability of number was announced by the press service of the company. According to her, this technology was already used in 2010 by the German operator MVNEco GmbH. "Projects of support of technology in some CIS countries are started, - the representative of CBOSS emphasized. - Technical regulations of functioning of MNP technology which are accepted in Russia by regulating authorities will be considered by CBOSS when implementing support of MNP at the Russian operators".

The solutions CBOSS expected implementation of MNP not only in the Russian market. In 2011 the Multiregional Transit Telecom operator (MTT) together with partners organized the pilot zone MNP in Samara which showed operability of one of models of portability of number in actual practice. In this MTT project used the solution of scientific and technological center of Proteas. "Operators SMARTS and Sky Link became participants of a pilot zone, - the press service of MTT reminded the reporter of ComNews. – We together with Technoserv system integrator and the center of Proteas provided technical implementation of the project and proved a possibility of operational implementation of the principle of portability of the mobile number in one region at the minimum infrastructure investments and based on the existing equipment and the software".

The Russian operators polled by ComNews already began preparation for start of MNP and estimate costs for service implementation. The press service of OJSC MegaFon specified that for project implementation operators will need to carry out completion of systems and reconfiguration of networks which it is estimated at $50-60 million for each operator at portability within one subject.

"Costs include creation of servers and interaction interfaces with BDPN and also local bases in each subject, expansion of signal network, creation of function of routing of calls on the postponed numbers, billing setup, the system of interoperator interaction, completion of VAS platforms, informing on the fact that the subscriber calls on the postponed number, other settings for networks, completion of jobs, hiring and personnel training and many other things", - the press service of MegaFon told the reporter of ComNews. According to her representative, operators will be ready to speak about specifics of implementation of these or those solutions after the technical specifications are approved with the operator of BDPN.

The representative of JSC Mobile TeleSystems (MTS) Dmitry Solodovnikov noted that, taking into account realities of the Russian market of communication, it is possible to estimate the general investments of "the big three" on implementation of MNP at the level of $400 million. "The implementation cost of portability of number will depend not only on the sizes of a subscriber base of the operator, - he emphasized. - Growth of costs is also influenced by development of billing systems, existence of convergent, telematic services, a mobile commerce. Within implementation of MNP operators will need purchase of the additional hardware for expansion of signal network, purchase of the additional BSS platforms (billing, the CRM programs and so forth), VAS platforms for additional services, servers for expansion of storage of databases and other equipment".

The press secretary of JSC VimpelCom Anna Aybasheva added that implementation of MNP will demand changes in all information systems of the operator where as the identifier serves the subscriber number, and will demand reorganization practically of all business processes.

Operators should implement MNP on December 1, 2013. To it they are obliged by the law on implementation of the principle of portability of cellular numbers in Russia adopted by the State Duma in the third reading in the middle of December, 2012. The cost of service should not exceed 100 rub. The document provides the changes in the law "About Communication" affirming the subscriber's right to preserving of number within the territory determined by the Government of the Russian Federation and in the Tax Code, the numberings canceling the state fee by transfer of a resource regarding directory number of the subscriber who made the decision on signing of the contract on communication services provision with other operator.

Technical and economic features of implementation of MNP should be stated in bylaws. Last week of the Ministry of Telecom and Mass Communications published a number of the documents concerning MNP. In particular, the project of changes in rules for apportionment and uses of resources of numbering of communication: "If the subscriber makes the decision on preserving of the directory number at signing of the contract of communication services provision with other operator, that application for transfer of directory number to Federal Communications Agency is not submitted and the consent of Federal Communications Agency to transfer of directory number to other operator to validity period of such agreement is not required".

According to other draft resolution of the government, the state is going to finance BDPN by payments of operators for making changes in the database of the postponed numbers, and in case of lack of funds - from a reserve of universal service in which operators transfer every year 1.2% of revenue. "Compensation to the database operator of costs for functioning of BDPN is performed quarterly, - it is specified in the draft resolution of the government. - The database operator quarterly submits the report on the performed works in Federal Communications Agency". The database operator is not defined yet.
