The Ministry of Health of the Kurgan region advances EDMS in medical institutions of the region

In December, 2012 the first stage of creation of the uniform automated control system for electronic document management integrating the organizations of health care of the Kurgan region is completed. Regional Department of health care, GKU "Medical Information and Analytical Center across the Kurgan Region" and 48 treatment and prevention facilities began work in uniform EDMS "CASE", the company integrator reported Business-Tekhnologii LLC on January 31, 2013.

Background

The project - a part of actions of the target program "Upgrade of Health Care of the Kurgan Region 2011-2012". Financing is conducted according to the order of the Government of the Russian Federation.

The main goal of the project – to minimize paper document flow in the system of health facilities, to refuse duplication of departmental correspondence on paper. The management sets the task: implement a system as soon as possible. Specialists of Business-Tekhnologii LLC, the regional partner of EOS Group company, implemented the project within a month.

In December, 2012 information examination is conducted, the structure of interaction within the workflow system of EDMS participating organizations is defined, installation of a system on the server and on jobs (5 jobs "CASE" and 133 "DELO-Web"), adaptation of a system under the technology scheme of document flow (setup of an organization structure, user rights, document types, reference books, etc.) is made.

- Very few people from contractors of IT projects can "brag" that implemented a system in 50 different organizations within a month, – Lyudmila Kiselyova, the associate director of Business-Tekhnologii LLC emphasized, – but for us the main thing was – to be in time to the term set by the customer. Of course, that helped, the CASE system already "from a box" has sufficient functionality and is adapted for fast deployment.

Solution

13 user groups and the system technologist were trained. Besides, specialists of Business-Tekhnologii LLC prepare instructions for work in EDMS for each user group (depending on the rights and a role in a system). At the end of December a system earned in the test mode.

As a result in the medical organizations of the Kurgan region the uniform automated control system for electronic document management is constructed, the order individual and joint work with documents is unified, the mechanism of effective control is provided, duplication of work on information input about the document on different sections of work with it is excluded.

For January 31, 2013, according to the statement of integrator, in a single system of electronic document management in health facilities of the Kurgan region 138 users work.
