The Atlas Soft company won an open competition on development and deployment of an electronic document management system in local administration of the intracity municipal unit of St. Petersburg against the cities of Kolpino, the developer company of EDMS reported on February 8, 2013.
Background
The city administration Kolpino put forward a broad spectrum of requirements to an electronic document management system. It should have functionality: full automation of work with the entering, outgoing and internal documentation; methods of automatic structuring, placement, naming and numbering of objects (cards of documents and cards of freeform objects); support of a full integration with the means of cryptoprotection certified by FSB, for a possibility of signing of documents the electronic digital signature according to the GOST P 34.10-2001 standard; the full-fledged electronic archive of documents allowing to store all documents of the organization in the structured view with use of folders as a basic element of structuring.
Besides, the powerful and convenient searching tool of documents on any its attributes was required, a system had to provide support of maintaining internal base of barcodes for a possibility of identification of objects of a system, support work with HID scanners of linear barcodes, support assignment of barcodes to objects of a system and allow to perform quick search of an object in a system by its barcode.
Among other requirements - support of duplication of all notifications means of the SMS and e-mail; the mechanism of bulk import and export of documents and also import and export of document folders with preserving of their structure; work with document templates.
Also, very important factor is security and history logging of work of users. The Etla system supports a possibility of enciphering of a communication channel by modern ciphers, the asymmetric cipher RSA 1024 and the symmetric cipher AES 256.
One of the main questions which the implemented system this fast creation and setup of a number of business processes of administration, such as should solve: approval of requests for order placement on deliveries of goods, execution of works, rendering services for municipal needs; approval of the request of creation of the agreement; approval of orders/resolutions; processing of the entering and outgoing documentation.
Result
For February 8 a system in a stage of trial operation.
