Nagovitsyn Vyacheslav Vladimirovich

Nagovitsyn Vyacheslav Vladimirovich is a head and the Prime Minister of the Republic of Buryatia (it is chosen for a period of May 12, 2012 till May 12, 2017). United Russia is a party member.

Former first deputy head of administration (governor) of the Tomsk region.

Biography

The ASSR was born on March 2, 1956 in Glazov, Udmurt.

Education

1978 - graduated from the Tomsk polytechnical institute majoring in "Mechanical engineer".

1992 - graduated from Academy of National Economy at the Government of the Russian Federation as "A manager of the highest category".

Career

1978 - 1986 - the production engineer, the secretary of committee of the All-Union Leninist Young Communist League, the deputy chief, the shop manager of the instrument plant, the city of Tomsk.

1986 - 1998 - the chief engineer, the CEO of the Tomsk plant of metering equipment.

1998 - 1999 - the deputy head of administration of the Tomsk region on the industry and support of an entrepreneurship.

In this position Vyacheslav Nagovitsyn carried out purposeful and consecutive work on reforming of the industry, transport, housing and communal services, development of small and medium business. Built business, partnership with representatives of large business of the Siberian region, Russia and the countries of the abroad.

1999 - the first deputy head of administration - the Prime Minister of the Tomsk region.

December, 1999 - headed the Government of the Tomsk region, at the same time holding a position of the first deputy head of administration (governor) of the Tomsk region.

Supervising the financial and economic block, Vyacheslav Nagovitsyn competently built up the interbudget relationship with the federal center and municipal entities of the Tomsk region, paid paramount attention to development of the real sector of economy, purposefully carried out work on liquidation of an internal debt of the regional budget and local, district budgets.

Management training and their fixing at the enterprises of the Tomsk region became one of priority activities of Vyacheslav Nagovitsyn. A progressive tense he headed Regional office of the commission on management training. The Tomsk department was repeatedly highly appreciated by the Federal commission^[1].

2002 - the chairman of coordination council on forestry and timber processing complex of Interregional association "Siberian Agreement".

Also Vyacheslav Nagovitsyn headed the regional tripartite commission on regulation of the social and labor relations, regional department of the commission on management training, coordination council on development of personnel capacity of the area.

Together with the governor Victor Kress promoted capture of the energy market of Tomsk by Russian Communal Systems (RCS) company, according to witnesses in trial of the mayor of Tomsk Alexander Makarov discharged of a position the former first vice governor had in it personal interest, his son was the board member of TKS (the docherny enterprise RKS). In a year of appointment of Vyacheslav Nagovitsyn the president of Buryatia the RKS company left Tomsk with big scandal.

June 4, 2007 - The President of Russia Vladimir Putin submitted Vyacheslav Nagovitsyn's candidacy for consideration of National Hural of the Republic of Buryatia for investment with its powers of the President of the Republic of Buryatia.

June 15, 2007 - The national Hural of the Republic of Buryatia gave to Vyacheslav Nagovitsyn authority of the president of Buryatia.

June 28, 2007 - Vyacheslav Nagovitsyn is dismissed the first deputy governor of the Tomsk region, the head of administration of Seversk Sergey Tochilin is appointed to his place.

On July 10, 2007 - the inauguration was held.

On April 26, 2011 - became the Head of the Republic of Buryatia - the Prime Minister of the Republic of Buryatia. National Hural of Buryatia made changes to the Constitution of Buryatia according to which the management official of the republic hereinafter is referred to as the Head instead of the President.

May 5, 2012 - The President of Russia Dmitry Medvedev made to National Hural of the Republic of Buryatia Vyacheslav Nagovitsyn's nomination for investment with its powers of the head of the Republic of Buryatia.

May 12, 2012 - The national Hural of the Republic of Buryatia gave to Vyacheslav Nagovitsyn authority of the Head of Buryatia again.

Vyacheslav Nagovitsyn is the chairman of the board of the Interregional Association "Siberian Agreement" (IASA), the member of Government Commission on Regional Development, Government Commission on the Development of the Fisheries Industry, State commission on issues of social and economic development of the Far East, the Republic of Buryatia, Zabaykalsky Krai and the Irkutsk region^[2].

Public activity

On August 3, 2007 - participated in a meeting "About an order of interaction of federal authorities of the Territorial subjects of the federation of Siberian Federal District when implementing the General scheme of placement of power generation facilities till 2020" which took place in the city of Novosibirsk. The meeting was held by the Russian President's Plenipotentiary in the Siberian federal district Anatoly Kvashnin^[3].

On October 19, 2007 - participated in a meeting of expert advice on public-private partnership of the Ministry of Transport of the Russian Federation. At a meeting the project of "Complex development of Transbaikalia"^[4] was considered^[4].

April, 2011 - took part in work of the XIV congress of the Union of Industrialists and Entrepreneurs of the republic^[5].

November, 2011 - took part in opening of kindergarten in Zakamensk^[6].

On December 19, 2011 - visited Sayano-Shushenskaya HPP. He took part in start in operation of a new hydraulic unit. Then Vyacheslav Nagovitsyn participated in a meeting of Government Commission on Electricity Generation which was held by the Russian prime minister and which was mentioned by sharp criticism of Putin to schemes of withdrawal of profit from the energy companies of the country^[7].

2011 - took part in the stock "Become Father Frost!", having made a contribution to gifts to the children living in Bayangolsky orphanage nursing home for handicapped children^[8].

On February 23, 2012 - announced the solution to revive football club "Selenga" the decision^[9].

"It is necessary to submit the application to be included in the diagram of holding games. The people ask, we more than have enough fans of soccer. We constructed good stadium, it should not be empty. To Buryatia there will come the soccer teams from other regions, let our boys go, look and study …"^[9].

September, 2012 - participated in a foundation stone laying of the new large residential complex in Ulan-Ude. It will appear on the bank of Uda, in eight kilometers from the downtown^[10].

On January 16-19, 2013 - the participant of the Gaidar forum which took place within the international conference "Russia and the world: integration calls" during which issues of integration of Russia into global trade^[11] are discussed].

January, 2013 - participated in a grand opening of the Center of all-medical practice and functional diagnostics in the village of Bichura^[12].

February, 2013 - took part in opening of a sport construction in Ulan-Ude where the new sports Nomto complex opened^[13].

On March 13, 2013 - participated in a grand opening of the new building of Railway district court of the city of Ulan-Ude which construction was begun in 2003^[14].

March, 2013 - took part at a meeting on tourism under the chairmanship of Dmitry Medvedev^[15].
