The administration of the Amur region prepares for transition to the program budget

The BFT company started project implementation on implementation of an automated system "ATsK-Programmny the budget" and to rendering consulting support of transition of the Amur region to program target budgeting, the press service of the company reported on April 3, 2013.

Objectives

Within the implemented project in the Amur region it is necessary to carry out works on improvement of an automated system of planning of the budget using the program and target tools which are a part "ATsK-Programmny the budget".

The Ministry of Finance, the Ministry of Economic Development and other authorities of the Amur region will be given consulting support upon transition of the region to the program budget since 2014, including:

• project development of the normative and legal and methodical documents necessary for transition to the program budget;
• carrying out training of representatives of authorities of area in the main skills of development of state programs;
• project development of three state programs in "pilot spheres";
• conducting examination of drafts of the programs which are independently developed by authorities of area.

Expectations

Complete readiness of the Amur region for transition to the program budget and its maintaining within an automated system of planning of the budget will become a project deliverable which will last until the end of 2013.
