The Ministry of Finance of Perm Krai is the executive body of the government of Perm Krai implementing state policy and legal regulation in the field of finance and budget process in Perm Krai.

Task

1. Ensuring support of development process of the three-year managerial budget, three-year budget according to the current legislation of the subject of the Russian Federation; 2. Ensuring support of process of adjustment of the budget; 3. Ensuring implementation of planning features in the unified information system according to the accepted budget process; 4. Ensuring reporting on budget implementation (together with a subsystem Consolidated statements); 5. Ensuring report generation of the strict form "Register of Payment Commitments".

Description of implementation

Consultants Parma Telecom performed the following works on creation of a system:

• design;
• modeling and setup of key planning processes and report forms;
• integration into friendly ICs;
• creation of the project documentation;
• training and maintenance of users at all stages of the project.

Result

The created schedule system of the budget of the region implements the following functional tasks:

• planning of income;
• planning of expenses;
• planning of sources;
• balancing of the budget;
• the organization of process of approval of the planned amounts of the budget;
• formation of annexes to the budget.
