"1C:Enterprise 8. Salary and Personnel management for Kazakhstan" - the program of mass appointment. It allows to automate the tasks of the enterprise connected with payrolls of personnel and implementation of the HR policy, in particular in a complex:

  • requirements planning in personnel;
  • ensuring business by the personnel;
  • management of competences and employee assessment;
  • management of financial motivation of personnel;
  • effective planning of employment of personnel;
  • registration of personnel and analysis of personnel structure;
  • labor relations, including personnel office-work;
  • payroll of personnel;
  • calculation of the taxes regulated by the legislation, contributions and assignments on wage fund;
  • reflection of the accrued payroll and taxes in costs of the enterprise.

Software product "1C:Enterprise 8. Salary and Personnel management for Kazakhstan" includes a technology platform of 1C:Enterprise 8 and a configuration (application solution) "Salary and Personnel management for Kazakhstan". The configuration is developed according to regulatory legal acts of the Republic of Kazakhstan.

The program allows to keep account on behalf of several organizations (which can be registered as legal entities or to be business owners) making the uniform enterprise.

In the program two types of accounting are in parallel conducted: managerial and regulated. Management accounting is kept on the enterprise in general, and regulated accounting is kept separately for each organization (own legal entity or physical person).

Program "1C:Enterprise 8. Salary and Personnel management for Kazakhstan" allows to increase efficiency of the HR policy of the enterprise. The program will be useful to all participants, directly or indirectly with it interacting:

  • The management will have full control of the events, to set structure of the enterprise and the organizations making it, to analyze personnel structure, to make management decisions on the basis of complete and reliable information. Powerful analytical reports provide to the user information in any cuts.
  • Personnel and settlement services will receive the valuable instrument of automation of routine tasks, an opportunity to create flexible reports on workers with different conditions of selection and sorting.

Employees of the enterprise will be sure that they at any time will be able quickly to receive references necessary for them, data on the holiday, etc.

Submission of the regulated reporting to state bodies will become much less labor-intensive process. Especially it concerns forms of tax statements.

Management accounting

The possibilities of management accounting implemented in a system will provide requirements planning in personnel, management of competences and certifications of personnel, planning of advanced training and retraining of personnel, management of financial motivation of workers and managerial payroll, accounting of the personnel within the enterprise and personnel recruitment and also planning of employment of personnel.

Personnel plan

The personnel plan is the planning tool of personnel allowing to make the following plans:

  • Organizational and official structure (the number of workers on divisions and positions).
  • Event plan of changes of organizational and official structure and staff costs.
  • Labor costs of workers.

The principle of planning of costs underlain in planning allows to create or distribute wage fund. Thanks to the system of an adoption of changes of the personnel plan and a possibility of parallel planning an opportunity to automate workforce planning at such enterprises where the planning feature is delegated to several persons is supported.

Tool of an adoption of changes of the personnel plan

It is the instrument of decision support for the adoption of changes of the personnel plan.

By means of this tool the manager can check changes of the personnel plan and approve them and also quickly edit documents with changes. Thanks to certificates of changes and staff costs, the manager obtains the comprehensive information for decision-making.

Analysis of wage fund

For calculation of wage funds the planned monthly costs appointed by the personnel plan are used.

Management of financial motivation of personnel

For management of motivation of managers and non-management employees include dependence of income level on results of work in the scheme of compensation.

The system of modeling of schemes of motivation allows:

  • create schemes of compensation with an unlimited number of encouragement and collectings;
  • enter linear and nonlinear dependence of the amount of encouragement/collecting from results of work;
  • enter usual names for results of work.

The scheme of motivation is the basis for calculation of managerial salary and data entry, necessary for its calculation.

Management of competences

For personel assessment the evaluation criteria formalized and uniform are applied to all company. Such criteria are called competences.

The management system for competences allows:

  • model competences and formalize estimates of competences;
  • create the list of official competences;
  • carry out employee assessment on competences.

A system contains the glossary of competences. It consists of three sections and contains more than ten competences. The glossary will help to begin the procedure of formalization of evaluation criteria.

Employee assessments

The tool is developed for management of employee assessments. In the single interface an opportunity to carry out the following works is implemented:

  • control estimates of workers;
  • appoint certifications;
  • control carrying out certifications;
  • analyze estimates of competences.

Personnel recruitment, questioning and assessment

The subsystem of personnel recruitment is intended for documentation and automation of process of selection and assessment of candidates. The subsystem provides:

  • storage of personal data on candidates as about individuals;
  • storage of the materials appearing in the course of work with the candidate, beginning from the summary and to results of questioning;
  • planning of meetings with candidates and registration of the employed solutions up to acceptance.

It is possible to store the questions used during the questioning of applicants of factory job or polls of workers, peculiar "knowledge base" in a configuration. In the reference book "Standard questionnaires" standard sets of the questions used when questioning applicants or at polls of workers are created. These mechanisms help to estimate comprehensively the candidate for work, to analyze its compliance of a desirable position and to employ the decision on acceptance of the worker.

Workforce recruiting

Using this tool it is possible to perform all cycle of workforce recruiting from emergence of a new vacancy before employment.

The tool is implemented as a specialized workplace of the human resources manager and combines in itself: accounting of candidates and statuses of candidates, planning of interviews, accounting of results of assessment of candidates, employment, open vacancies.

The cost accounting on involvement of personnel

Accounting and cost analysis on involvement of personnel is necessary for efficiency evaluation of costs of resources for ensuring business by personnel. The accounting system and cost analysis allows to accumulate necessary information and contains the analytical report.

Accounting of a source of personnel is integrated with the Workforce recruiting tool that will allow to keep account without additional costs.

Calculation and payroll accounting

The subsystems of calculation and payroll accounting allowing to automate labor-consuming tasks of payroll calculation to employees of the enterprise are included in the configuration. Subsystems provide conducting settlement with employees of the enterprise and also the cost accounting on compensation as a part of the product cost and services.

For calculation of the managerial salary lists of charges and deduction, independent of regulated accounting, are provided. Calculation of the managerial salary is made on the basis of the schemes of motivation of workers developed by human resources managers.

Accounting of employees of the enterprise

The subsystem of registration of personnel of the enterprise provides storage of the following information:

  • personal data on workers as about individuals;
  • divisions and worker's positions;
  • official telephones, e-mail addresses and other contact information.

On accumulated information about workers it is possible to construct various reports:

  • lists of workers;
  • staff turnover ratio;
  • movement of the personnel;
  • statistics of the personnel;
  • reports on holidays (vacation schedules, use of holidays and execution of the vacation schedule).

Analytical reports on workers give an opportunity to create the various lists of workers selected and grouped in different criteria. Reports allow to group information by divisions and positions of the enterprise and another dimensions. The data output in the report are selected from the wide list of indicators. It gives the chance to comprehensively analyze the personnel structure of the enterprise and, therefore, to make more justified management decisions.

Planning of employment of workers

An opportunity to plan use of working time of workers, in particular planning of meetings (for example, meetings) and participation of employees of the enterprise in actions is also included in the configuration (as internal actions, and in external). Besides, for successful holding meetings, meetings and other internal actions of the enterprise it is possible to plan use of premises in which these events are held.

The tool on vacation planning of workers

It is the instrument of decision support for the statement of holidays of workers. Together with hostless system of vacation planning allows to organize the procedure of schedule development of holidays for a large number of workers.

By means of this tool the manager can find out whether the worker has the right to a required holiday, whether the holiday contradicts planned activities who else will be on leave during this period, etc.

By means of visual means it is possible to see distribution of holidays in time. The tool has the system of check of holidays that will allow to find errors and to save time for the procedure of a statement.

Reports on control of holidays are built in the tool. Information on the number of days of yet not planed vacation on each worker is always available.

Regulated accounting

Regulated accounting provides the conclusion of employment contracts with each employee of the organization, formation of the approved forms on work, payroll and calculation of the taxes and contributions on wage fund and also conducting military accounting regulated by the legislation.

Staff list of the organizations

The status of the staff list of the organizations can be analyzed using reports. In the report the list of established posts of the organization and also the monthly wages fund on each unit is output. The analytical report according to the staff list of the organizations displays data in one of two options: in the form of the list of established posts or in the form of regular arrangement.

Reports on the staff list give an opportunity to group information in the following cuts:

  • organizations;
  • divisions and positions of the organizations;
  • types of wage rates;
  • working schedules;
  • currencies of wage rates.

Personnel records of the organizations

Registration of personnel of the organization is kept in parallel and irrespective of accounting of employees of the enterprise and gives the same opportunities. The individual can be employed in several organizations of the enterprise or in several divisions of one organization.

In the program is registered all staff changes of the employee: employment, office movements, holidays and business trips up to dismissal.

Calculation and payroll accounting

The subsystems of calculation and payroll accounting allowing to automate labor-consuming tasks of payroll calculation to employees of the organization including calculation of the charges and deduction regulated by the legislation, formation of the regulated reporting and reflection of results of calculation in costs of the enterprise are included in the configuration.

The subsystem of payroll allows to automate all complex of settlings with employees of the organization, beginning from data entry for payroll, payment of sick leave notes and holidays, up to formation of documents for salary payment and reportings in state bodies.

Regulated accounting of the salary provides a broad spectrum of algorithms of calculation of charges:

  • on a wage rate (monthly, day and hour);
  • sdelno;
  • on average earnings (for a holiday, for temporary disability benefits, for other cases);
  • in percent;
  • fixed amount;
  • on a monthly settlement indicator.

Accounting of a worked time is implemented by method of "deviations" at which account of a worked time is kept according to working schedules with registration of deviations from the normal duration of working time by such settlement documents as sick leave notes, holidays, idle times, etc.

The subsystem allows to conduct an unlimited number of working schedules which can be normal, replaceable and diagrams of the summed-up time recording.

For calculation of average earnings the special mechanism allowing to configure accounting of charges as a part of average earnings is selected:

  • each component of average earnings has the calculation base;
  • accounting of awards and other payments of the stimulating character;
  • support of diagrams with the summed-up time recording;
  • possibility of data entry for calculation of average earnings manually.

Among subsystem opportunities:

  • charges under civil contracts on execution of works with support of two options of payment: single payment upon termination of the agreement and monthly payment;
  • automation of repayment of loans of workers;
  • registration of income of workers taxable at a payment source, but not entering wage fund;
  • the flexible system of reflection of results of payroll in accounting:
  • reflection of specific charge (deduction);
  • reflection of specific charge of the worker;
  • reflection of earnings of the worker in general;
  • uniform rule for all charges.

Calculation of taxes

The subsystem of calculation of the taxes and contributions on wage fund regulated by the legislation will provide the automated accounting of income gained by workers for the purposes of calculation:

  • individual income tax;
  • social tax;
  • compulsory pension contributions in the accumulation pension funds;
  • social contributions to Public foundation of social insurance.

Calculation of social tax is supported for all tax regimes of revenues of the organizations, including the special tax modes. Based on accounting of income, amounts of the calculated taxes and contributions the regulated reporting is prepared.

Military accounting

The following reports which are submitted by the organizations for requests of military registration and enlistment offices or on a regular basis are included in the configuration:

  • Data for registration in a military registration and enlistment office;
  • Number of citizens of a stock;
  • List of the citizens who are subject to setting on military accounting;
  • The list of the accepted and dismissed persons liable for call-up;
  • List of young men of 15-16 years;
  • The list for initial setting of young men on military accounting;
  • The list of the accepted and dismissed recruits.
