Zhilkin Alexander Aleksandrovich

Zhilkin Alexander Aleksandrovich is the governor of the Astrakhan region (it is chosen for a period of December 29, 2004 till December 29, 2014).

Biography

Was born on August 26, 1959 in the village. Color Volodarsk district of the Astrakhan region, Russia.

Education

1981 - graduated from physical and mathematical faculty of the Astrakhan state teacher training college of S.M. Kirov.

1996 - graduated from the Russian academy of public service under the President of the Russian Federation.

Scientific degree, academic status

Candidate of Economic Sciences (defended the dissertation in 1996).

Since 2003 - the associate professor of the Astrakhan state university.

The Dr.Sci.Biol. (defended the dissertation in 2005).

Honorary professor of the Astrakhan state technical university.

Career

1981 - For 1988 - worked as the teacher, the director of studies, and then the director of the Caspian eight-year school (the settlement of Caspian Sea of Kamyzyaksky district of the Astrakhan region).

1986 - the second secretary of the Kamyzyaksky district committee of the All-Union Leninist Young Communist League.

1987 - the first secretary of the Kamyzyaksky district committee of the All-Union Leninist Young Communist League.

1988 - 1990 - the first secretary of the Astrakhan regional committee of the All-Union Leninist Young Communist League.

1990 - 1993 - the People's Deputy of Russia, the member of the Supreme Council of Russia, the member of Change (New Policy) fraction, the member of the committee of the Supreme Council for youth, the member of the constitutional commission.

Since 1991 - the first deputy head of Administration of the Astrakhan region.

Since October, 1991 - the first deputy head of Administration of the Astrakhan region. A scope of work - the new economic policy: already then Zhilkin was the professional modern manager. Under its management the new sectors of economy of area capable to give to people work and salary were created. Then headed interbank council.

On December 5, 2004 - won governor's elections, having collected 65.34% of votes in the first round.

2007 - at State Duma elections of the Russian Federation of the V convocation headed the regional list of a batch United Russia.

On November 30, 2009 - according to the federal laws "About the General Principles of the Organization of Legislative (Representative) and Executive Bodies of the Government of Territorial Subjects of the Russian Federation" and "About Political Parties" Russian President Dmitry Medvedev submitted for consideration of the State Duma of the Astrakhan region Alexander Zhilkin's candidacy to a position of the Governor of the Astrakhan region.

On December 9, 2009 - at a meeting of the State Duma of the Astrakhan region of the fourth convocation he was unanimously given authority the Governor of the Astrakhan region.

On December 24, 2009 - entered a position of the Governor of the Astrakhan region.

Achievements in work

For Alexander Zhilkin the reputation of the crisis managing director capable to extend the most difficult sections of work which authoritative officials avoided affirmed: fight against poaching, the organization of an appeal of youth in army, housing and public utilities, power, social protection, warning of emergencies, settlement of employment disputes, road construction, fight against smuggling of homemade vodka and many other things.

In the late nineties the next "zavalny" section of work is charged to Alexander Zhilkin: poaching. Having faced corruption in rybonadzorny bodies, Zhilkin creates "flying" crews from the checked employees, gets the necessary equipment, helicopters, will organize raids. But its main goal - to set a legal regime which will allow to fight against organized bioterrorism, at last, effectively.

"Military operations" against the organized crime groupings trading sturgeon - not the only measures taken at the initiative of the Astrakhan vice governor in development of fish breeding. Rescue of fish juveniles from reservoirs which are isolated from a bed of Volga by the end of a flood scientific research and systematic work on reproduction sturgeon in simulated conditions yielded result. In 2000 for the first time in ten years sturgeons could reach on spawning the Volgograd dam. As a result the international organization of SITES removed the inflicted sanctions prohibiting export of black caviar and fish products from sturgeon breeds from Russia. Thereby it was succeeded to recover prestige of Russia as the state capable to cope with the arising problems.

Public activity

August, 1991 - took part in protection of the White House for what it was awarded with a medal "Defender of a Free Russia".

May, 2007 - took part in the Godfather to the course in Astrakhan in connection with a public holiday - in the Afternoon of Slavic writing and culture which passed from Assumption Cathedral of the Kremlin to the Bow Kirillo-Mefodyevsky cross^[1].

January, 2011 - visited churches of Enotayevsky district in connection with waiting of a vicarial visit to the Astrakhan region of the Most Saint Patriarch of Moscow and all Russia Kirill^[2].

September, 2011 - participated in a ceremony of rewarding of prize-winners and closing of the competitions in tennis which were taking place on courts of the Astrakhan tennis academy^[3].

April, 2012 - took part in opening of new sewing workshop of corrective labor colony No. 6^[4].

September, 2012 - took part in registration of the two-thousand certificate of birth in department of ZAGS of Sovetsky district for 2012^[5].

September, 2012 - took part the festive event devoted to the 210 anniversary of the Russian justice which took place in management of the Ministry of Justice of the Russian Federation across the Astrakhan region. Alexander Zhilkin invited to a holiday congratulated the staff of management on memorial, handed to outstanding employees of justice of a medal, certificates of honor and letters of acknowledgement^[6].

November, 2012 - participated in festival actions in Astrakhan on Kremlevskaya Embankment at a monument to Peter I where participants of a festival of amateur performance of Gazprom Torch opened an action an incendiary flashmob. Especially it were pleasant to it an exhibition of children's drawings^[7].

December, 2012 - visited showroom of children's art school No. 1 where the third week in a row exposure of pictures of the singer Cornelia Mungo is shown. On it the artist-impressionistki pictures created for the last five years^[8] are provided^[8].

January, 2013 - attended a ceremony of opening of the Center of Social service of citizens and social rehabilitation^[9].

March, 2013 -^[10] visited Detention center of foreign citizens^[10].

April, 2013 - participated in the opening ceremony after an overhaul of the assembly hall of school of the village of Tambovka^[11].

On September 26, 2018 Zhilkin submitted the application for early termination of powers of the Governor of the Astrakhan region which was granted by the President of Russia Vladimir Putin on the same day.

Awards

• August, 1991 - A medal "Defender of a Free Russia" - for participation in protection of the White House.

• May 6, 1993 - A medal "Defender of a Free Russia" - for execution of a civic duty at protection of democracy and the constitutional system on August 19-21, 1991, a big contribution to carrying out in life of democratic conversions, strengthening of friendship and cooperation between the people.

• November 11, 1998 - The Order of Friendship - for merits before the state, long-term honest work and a big contribution to strengthening of friendship and cooperation between the people.

• January 27, 2003 - An Order of Honour - for the achieved labor success and long-term fair work.

• August 4, 2005 - Gold Award "Patron".

• December 10, 2007 - The personalized medal "For Civil Merits" I of degree - for the strong support aimed at comprehensive social and economic development of the city of Astrakhan, production expansion, improvement of living standards of citizens, their social security, preservation of peace and friendship between the people, further development of charity, patronage and in the run-up to the 450-year anniversary of the city.

• 2008 - Order of St. Sergius of Radonezh 1 class of Russian Orthodox Church.

• 2008 - Honourable citizen of Astrakhan.

• December 5, 2008 - The award Dostyk - for vigorous public work, strengthening of friendship and cooperation between the people, for merits before the state.

• 2009 - The Medal "For Assistance in Providing Special Programs" (GUSP) - for introduction of the significant contribution to implementation of special programs of the Russian Federation.

• January 25, 2010 - An order "For Merit to the Fatherland" 4th Class - for a big contribution to social and economic development of the region and long-term honest work.

Hobbies

Is fond of tennis and volleyball.

Sport for Alexander Zhilkin - one of hobbies. He is a great admirer of game types. Plays tennis, is the chairman of Federation of handball of the Astrakhan region.
