The public chamber prepares the system of collecting of complaints to state agencies

Until the end of 2013.The public chamber expects to start an automated system of public monitoring, control, the analysis and conformity assessment of activity of state agencies to public interests. The organization held a competition on creation of a system in April, 2013, and the contractor following the results selected the company of ADAPTAs.

With the help of a system it is going to be performed monitoring and assessment of activity of the authorities of all levels – from federal to municipal and also non-profit organizations and different public associations. It will be observed also business companies if their activity "infringes on public interests".

A system will represent network of Internet resources through which citizens and the organizations will be able to send messages about activity of authorities. It can be including opinions, estimates and notes on possible violations of public interests by state agencies, said in the technical project of Public chamber.

The messages received from all websites will gather through interactive polling forms and questionnaires in the geocoding mode: thus, they will be able to become attached to the region and to be displayed on the interactive map of Russia.

Users of a system will be able to perform search, selection, viewing the messages which are available in it and the connected documents via the text interface and through graphic - using interactive maps. Besides, they will have an opportunity to confirm, specify or dispute messages of other citizens and the organizations by means of adding of comments on them.

Messages from users of a system will be flown down in uniform base, and their assessment on compliance to public interests - to carry out attracted with Public chamber "profile experts".

According to the results of consideration of the message there will be an opportunity to send the appeal to appropriate authority which after registration in a system, will start work of bodies of public control on observation of activity of authority on the revealed problem, said in the description of a system. Reactions of state agencies to a problem in a system will also be fixed.

The Public chamber calculates that the saved-up material from sections of messages, addresses and reactions will allow to investigate the system reasons and conditions of activity of the state agencies contradicting public interests. For this purpose a system should have the developed tools of analytics and creation of reports, said in the technical project.
