Moscow Department of Education (system of financial provision)

The BFT company completed at the beginning of 2013 the works on implementation in the system of financial provision of the organizations of formation of Moscow which are under authority of Department of Education, mechanisms of normative and per capita financing. The consulting and legal services rendered by specialists of BFT allowed to increase efficiency of budgeted expenses on rendering public services to organizations subordinated to department.

As a result of execution of works experts of BFT Company developed offers on implementation of models of normative and per capita financing of public services by the organizations of additional, primary and secondary professional education subordinated to the Moscow Department of Education. The specified offers included:

• description of approaches to formation of model;
• options of implementation of model;
• standard costs for the specified services in each offered option;
• results of approbation of each option of model regarding compliance to budget restrictions.

Also models of financial provision of activity of public institutions subordinated to department regarding charges of real estate were proposed to implement.

The choice of approaches to determination of model of financing of services in implementation of primary professional, secondary professional and additional education of children within whom there took place implementation of mechanisms of normative and per capita financing and also models of financing of real estate units is one of key tasks in the field of increase in efficiency of budgeted expenses.
