The monitoring system from NORBIT will trace implementation of state programs in Vostokgosplana

On October 16, 2018 "NORBIT" announced end of the complex project in Federal autonomous scientific institution "Vostokgosplan". The company created an information system for analytical support of state programs of federal and regional levels in the Far East. The institute initiated the project within execution of instructions President RUSSIAN FEDERATION on development of the Far East region.

For October, 2018 a system integrates 232 state regional programs in nine subjects of the Far East. A system automates development processes and project implementations in education, health care and providing citizens with affordable housing. Also using the solution of NORBIT of Vostokgosplan controls programs for development of the industry, transport, power and agriculture. Each regional program has the passport with the diagram of financing, the main stages of projects and other indicators (instructions, volume of the planned financing by years, financing sources, resource providing the regional program, etc.).

After software implementation the institute adjusted processes of collection of data on execution of development projects, the analysis of regional programs and comparison of key indicators of efficiency.

A system can create comparative reports on group criteria, prepare research opinions with the conclusion about improvement of state programs. Also the solution monitors implementation of state programs and receives analytics in real time.

Development helped to accelerate planning processes of projects, to reduce labor input of work with large volumes of reporting documents and increased the level of interdepartmental interaction.

Now the staff of Vostokgosplan can timely enter up-to-date data and also conduct a part of documentation in electronic form. Also time for search of different data was considerably reduced. Earlier obtaining necessary information on technical condition of objects and the predicted investment volume of subjects of the FEFD took from 10 to 30 days. As of October 16, 2018 search is performed in 5 minutes.

Emergence of an information system gave an additional impulse for building of the investment climate and creation of comfortable conditions for business, and disclosure of information on activity of the Far East subjects considerably increased quality of management of public finances. Our company was faced by a task to create an information system which would help to manage implementation processes of different state programs and would consider specifics of work in the Far East region. We proposed the solution allowing to automate interaction with different state departments and business structures. The AIS is integrated with the state portals, has ample analytical opportunities and gives an objective assessment on projects and actions in subjects of the FEFD.
