The EXPERT of ESMA is implemented using methodological practices of eTOM – the international system applied to problems of automation of activity of telecom operators, manufacturing suppliers of the leading software and hardware products for the enterprises of a telecom.
A system is constructed on the basis of 12 products of vendors and three large-scale program developments.
Components
- the information representation subsystem (the uniform city portal) providing access taking into account the rights and roles to personal accounts of users of AS of ESMA, aggregation and converting of data, generation of the technical and management reporting;
- the monitoring subsystem providing all ESMA functions on monitoring of the equipment, the analysis of the user traffic and measurement of operational indicators of services;
- the subsystem of accounting of resources providing technical accounting and database maintenance of all information relating to the resources used for communication services provision;
- the subsystem of accounting of services providing problems of process automation of monitoring of service quality, accounting of services and their resource and service models, managements of requests and claims, calculation of penalties.
Advantages
A system helps to order and control communication services through a uniform self-service portal of 13,538 city objects.
Heads of budget organizations, using ESMA, communication services up to one week can reduce time of approval of the order any. Independently, by means of the portal, they will select services necessary for them from the directory in which 6778 services (on the basis of 64 basic), there is also an opportunity to observe extent of loading of the channel and a traffic spectrum of the organization in real time. For example, a system allows to understand whether content, necessary for work, uses public institution or there is use of social networks or such resources as YouTube and torrents.
