The Ministry of Finance of the Russian Federation will control the movement of gemstones and metals

On December 11, 2013 it became known of the beginning of implementation by BARS GROUP company of an information system of formation and processing of acts of the state control of gemstones and metals (ICs AKD) within development of automated information system Finance (AIS "Finance") by request of the Ministry of Finance of the Russian Federation.

Project Tasks

New service is integrated with the system of interdepartmental electronic interaction (SIEI). The solution is designed to simplify data transmission about import/export of jewelry in the territory of the Customs union of EurAsEC. The federal executive authorities (FEA) subordinated to the Ministry of Finance of the Russian Federation – Gokhran of Russia and the Russian state assay chamber will become its users.

In a system are going to keep account and updating of acts of state control of the goods containing precious metals and stones. It is expected that with its introduction to commercial operation and adoption of the profile order the Federal Customs Service (FCS) will not demand from exporters/importers of providing a number of documents when declaring jewelry any more. During passing by jewelry of customs control authorities by means of SIEI will independently create a request to the IC AKD and to certify the relevant documents the electronic signature. At receipt of a request a system identifies the sender by the certificate of the signature and will create the answer for customs service.

The act of state control will contain such data as: name, weight and cost of goods, information about his producer, date of state control. The project is performed according to the Order of the Government of the Russian Federation of September 8, 2010 No. 697 "About a single system of interdepartmental electronic interaction" which some provisions concerning FCS will become effective in new year.
