Content

Situation

The Supreme Arbitration Court of the Russian Federation (Supreme Court of Arbitration of the Russian Federation) as public authority of federal level conducts organizational support of activity of all arbitration courts, holds considerable number of the events aimed at the development of uniform interpretation of the legislation governing the economic relations. Each of implementable actions is in the consolidating plan of the Supreme Court of Arbitration of the Russian Federation.

The existing schedule system and collection of information on execution of plans which is based on paper document flow did not provide the necessary speed of formation of operational reports on execution of plans of the Supreme Court of Arbitration of the Russian Federation required for holding meetings on execution of plans and for operational decision making by the management.

For improvement of indicators of efficiency and effectiveness the management of the Supreme Court of Arbitration of the Russian Federation made the decision to automate schedule system and efficiency evaluations of activity. The summary (semi-annual) work plan of the Supreme Court of Arbitration of the Russian Federation, thematic plans and plans of divisions became the main automation object.

As the contractor the TEKORA-Consulting company which is entering into Project PRAKTIKA group, having experience with state bodies and successfully implementing implementation projects of information systems of planning and management of project activity was selected. The task to develop and implement a system which would allow was set for specialists of Proyektnaya PRAKTIKA Group:

  • automate processes of formation and control of actions of the consolidating plan, thematic plans and plans of divisions of the Supreme Court of Arbitration of the Russian Federation;
  • provide transparency of planning processes, execution and control of actions and plans of the Supreme Court of Arbitration of the Russian Federation;
  • reduce time of formation of reporting materials;
  • increase quality of information support of the management of the Supreme Court of Arbitration of the Russian Federation.

Having analyzed the existing requirements and the purposes, specialists of Proyektnaya PRAKTIKA Group as the main instrument of implementation suggested to use the system of work with electronic forms of MS InfoPath Forms Services which is a part of the portal Microsoft SharePoint Server 2007 platform.

Solution

In the course of work of Microsoft SharePoint Server 2007 and MS InfoPath Forms Services which is its part were integrated with Project Server 2007 and an electronic document management system (SEDO, DocsVision) which is already used in the Supreme Court of Arbitration of the Russian Federation.

The created schedule system and efficiency evaluations of activity (SPOED) allowed the staff of the Supreme Court of Arbitration of the Russian Federation to create electronic forms – "cards of actions" which, integrating in "cards of plans of divisions", "cards of thematic plans" and "a card of the consolidating plan", underwent approval at heads of structural divisions, at responsible for planning and at the management of the Supreme Court of Arbitration of the Russian Federation. The automatic mechanism of control of execution and formation of the indicators estimating activity of the corresponding contractors is let into SPOED after the approval of the consolidating plan of the Supreme Court of Arbitration of the Russian Federation in cards of actions. Indicators are calculated taking into account the diagram of working time of contractors, days off and holidays.

A system provided automatic formation of such indicators as time of acceptance of a task to execution, the number of the actions performed with violation of fixed terms, actions on which completion dates, etc., based on regulations of interaction of roles of the contractor and director of a task (action) are changed. It gave the chance to the management to enter the effective management tool personnel – the rating of subordinates.

The user-friendly and intuitive web interface allowed to master quickly a new system to the staff of structural divisions of the Supreme Court of Arbitration of the Russian Federation and also to accelerate and simplify their daily work with reports and other planning documents.

Alexander Eduardovich Muratov, deputy head of department of informatization and communication of the Supreme Court of Arbitration of the Russian Federation: "Creation of a system on the platform of the existing portal of the Supreme Court of Arbitration of the Russian Federation using such management system for forms as MS InfoPath Forms Services, allowed us to see how it is possible to develop and implement quickly a large number of electronic forms, at the same time without changing the usual portal environment of work of users. The special help for heads of divisions is represented, in my opinion, by expanded reporting system to MS Office and the warning system through MS Outlook".

Results

The implemented information system automated planning processes, creations, a statement and control of the actions which are in work plans of the Supreme Arbitration Court of the Russian Federation for the reporting period, work plans of its structural divisions and thematic plans of the Supreme Court of Arbitration of the Russian Federation. It gave the chance to make automatic evaluation of contractors on each action and to display the received indicators in the center of the analysis for the management of the Supreme Court of Arbitration of the Russian Federation.

Sudorgina Natalya Feodosyevna, chief of Administrative department of the Supreme Court of Arbitration of the Russian Federation: "The special system architecture developed by specialists TEKORA-Consulting allowed to provide transparency of planning processes in the Supreme Court of Arbitration of the Russian Federation, and application of information technologies considerably reduced time of formation of work plans of Court and its structural divisions and also accelerated preparation of reports on accomplishment of planned actions. Also system implementation gave the chance to quickly control process of execution of actions and to estimate activity of employees – actionees of specific plan targets".
Igor Sergeyevich Solovyov, head of department of informatization and communication of the Supreme Court of Arbitration of the Russian Federation: "In spite of the fact that a system is transferred to commercial operation quite recently, we already managed to feel conveniences from work with it. We are interested in application of similar products in arbitration courts of the Russian Federation for implementation of 'end-to-end' planning, the consolidated collecting of reports and efficiency evaluation of activity. Solutions in which in a workplace one web browser suffices and all business logic is executed on the server, allow us to receive faster terms of deployment of solutions and a connectivity of separate jobs of arbitration courts of different level through the infrastructure of the Supreme Court of Arbitration of the Russian Federation existing IT".
