VSK Notifikatsionny system

Large geographically distributed business controls performance indicators of all levels and cuts, but

  • Spends a set of man-hours for studying of reports.
  • Overcomes untimely reaction to some deviations because of a human factor.
  • Reconciles sometimes to incorrect working off of deviations because of the flowability of the managerial personnel on places.

Situation

"VSK Insurance House" renders to legal entities and physical persons a range of services on insurance and crediting. For preserving of a leading position in the Russian market of the company it is necessary to increase constantly efficiency and customer service quality, to keep development of the branch network which covers all regions of the Russian Federation, from Kaliningrad to Nakhodka.

Earlier insurance policies which were written out in branches and were provided to clients in paper form were registered only in the local databases located in sales points. However processing of a number of claims and requests was often carried out with employee involvement of the central office. At the same time for confirmation of legitimacy of insurance policies (and packets of accompanying documents) it was necessary to send requests in branches, and receiving the answer took from several hours to several weeks. After adoption of law on the CMTPL the number of cases of cross settlement between branches which analysis also required intervention of the central office sharply increased. Besides, additional importance was purchased by a problem of counteraction to fraud.

Drawing up the analytical reports necessary for efficiency evaluation of the separate directions of business, also remained a labor-consuming task. In the back office systems only the simplest reports which then were imported to Microsoft Excel where various calculations and data processings were executed formed.

Creation of the uniform centralized storage which would provide online access to all necessary primary documents could become the solution of all these problems and also facilitated formation of the summary and analytical reporting. Solution

Practically from the moment of foundation of insurance company software products of Microsoft became a basis of its technology platform. Nevertheless, when choosing the platform for creation of storage of documents and an analytical system also other software products were considered. However use of the Documentum platform, according to the carried-out estimates, could become too expensive. The Lotus Notes system is not capable to support required volumes of documentary storage. The "self-written" systems were rejected because of the risks connected with further maintenance. As a result, proceeding from ratio assessment "price/quality", in VSK stopped the choice on the Microsoft SQL Server 2005 and Microsoft Office SharePoint Server 2007. Existence in the market of sufficient number of the certified specialists became one more argument for benefit of the Microsoft platform.

The partner in implementation selected IBS company which specialists developed the general concept and the common decision. Further completion of a system and gradual connection of branches (about 20 in a quarter) were made by forces of own IT service of VSK company which consists of two developers and three more employees who are engaged in user support.

Now primary insurance documents are processed and registered in branches. Scanned copies go to the portal storage implemented on the basis of SharePoint Server 2007 and SQL Server 2005. On the set schedule package loading of the saved-up data in the central storage is made. At the central office employees work with the functionality brought to the portal. Requests are processed through services Analysis Services. 10 standard reports which form services Reporting Services are prepared. For performance review of a system System Center Operations Manager (SCOM) 2007 is used.

In the head company users of a system are about 700 employees, and everything, including branches, the solution is used by more than 2.5 thousand people But as the interface is intuitive and reminds usual Microsoft Office applications, at implementation of our system of additional user training it was not required, - Sergey Kalchenko, the deputy CEO for information technologies of "VSK Insurance House"

A system functions on the server cluster consisting of two SQL servers, the server of search of Microsoft Office SharePoint Server (MOSS) 2007, the server of services of analytics, the server of services of the reporting and two Network Load Balancing (NLB) MOSS 2007 servers. For unloading of communication channels the client application which performs packet forwarding of the main amounts of data in time off was developed.

The centralized storage and archiving of all accumulated information allowed us to reduce costs for support of a system in branches, - Vadim Orlov, the head of Development center, implementation and support of the application software of "VSK Insurance House"

The created solution actively is used by different divisions of the VSK insurance company, it is most demanded in service of settlement of losses. Volume of documentary storage now makes about 1 Tb, however in a year, according to preliminary estimates, the volume of the stored data will grow to 5 Tb.

For 2007 1.4 million insurance agreements were brought to a system. At the same time search of necessary documents takes less than a second, and on obtaining the report only several minutes are required

  • Tools for the analysis of insurance business in different cuts are implemented.
  • Total cost of ownership is reduced by system (TSO).

Prospects

Now works on transition to Microsoft SQL Server 2008 platform are conducted. For the organization of storage for the scanned images of documents new opportunities of FileStream will be used. The new tool for management of hardware resources of Resource Governor will provide priority assignment at the appeal to the system of different divisions of insurance company.

Using Analysis Services the register of agreements and the log-book of losses will be automated. For expansion of analytical systems capabilities it is going to use superstructures over OLAP, and reporting will be implemented based on Reporting Services.

In plans of the company — to optimize the system of search and selection of documents due to increase in number of criteria. The possibility of role access isolation which is built in Microsoft Analysis Services 2008 to data will allow to accelerate significantly development process of reports, - Vadim Orlov, the head of Development center, implementation and support of the application software of "VSK Insurance House"

Further transfer to Microsoft SQL Server 2008 platform of all reporting from back office applications and also from the Microsoft Dynamics CRM system is planned. Thus, it will be possible to optimize the capacity of servers, to increase information processing rate and to make the portal "uniform point of entry" for all users of VSK.
