The government of Kamchatka Krai continues development of EDMS

Since January, 2013 in Government of Kamchatka Krai the single system of electronic document management created based on EDMS "CASE", integrating 34 executive bodies of the government and 7 structural divisions of governor apparatus and the Government of Kamchatka Krai works, the company integrator reported DILEMMA.

Background

"Before implementation EDMS "CASE" we used a system, the difficult interface and which tangled workflows constantly caused inconveniences to the employees because of what we actually had to pass to paper document flow again. However in connection with growth of the volumes of documentation which are subject to daily processing need for such electronic document management system which completely would satisfy to our requirements ripened and conformed to all regulatory requirements of office-work of the state organizations. The research of the market was conducted and experience of use of systems in federal and regional executive authorities of the Russian Federation is studied. We stopped the choice on EDMS "CASE", having appreciated functionality of a system, convenience of using, a possibility of exchange of electronic documents on the system of interdepartmental electronic document management (MEDO), the price-quality ratio, a possibility of mobile work and positive experience of system implementation in Legislative assembly of Kamchatka Krai", - noted Alexey Voytov, the vice-chairman governments of Kamchatka Krai.

Result

Since the beginning of 2013 the staff of departments passed to work of century EDMS "CASE". In a system it is controlled onto execution of documents and orders of heads of all levels. Results of the first two months of operation of a system impress:

• in EDMS "CASE" 47 thousand documents are registered;
• 3.5 thousand draft documents;
• 42 thousand files are attached to RK;
• 50 thousand resolutions are taken out.

For June, 2013 size of the database of 64 Gbytes.

Works on implementation, setup and user training are carried out by specialists of DILEMMA LLC (Khabarovsk) – the official partner of Electronic Office Systems company to the FEFD.

2014: Project Continuation

On February 12, 2014 the company DILEMMA announced development of an implementation project EDMS "CASE" in government of Kamchatka Krai and authorities of the region.

During 2013 in a system about 1 thousand officials, 413 offices, 870 users are brought. 700 document groups are created and configured, in EDMS about 12 thousand indexes according to nomenclatures of affairs are brought.

Connection of municipal administrations is provided by the project on a planning stage. The organization of exchange of electronic documents with municipalities solved many problems as in the conditions of Kamchatka Krai traditional transfer of correspondence by mail is not always possible in reasonable time. A main type of transport between the center of the region and areas - the aircraft, as a result availability of territories and work of postal services directly depend on whims of changeable Kamchatka weather.

From September 16 to December 12, 2013 the contractor carries consistently out works on system implementation and user training in 11 municipalities. Sobolevsky, then Ust-Kamchatsky, Aleutian (Commander Islands), Ust-Bolsheretsky, Olyutorsky, Karaginsky, Tigil, city district Settlement of Palana, Milkovsky, Bystrinsky and Elizovsky municipal districts became the first municipal district.

In total in administrations of municipal districts of Kamchatka Krai 274 jobs EDMS "CASE", options "DELO-Web", Process management, Scanning, Comecon are set. All areas are connected to the server of electronic interaction, then test exchange of documents is carried out. For February 12, 2014 all municipal entities of edge of level of the area and the city district - participants Comecon of Kamchatka Krai.

By the end of 2013 prepared and approved the draft of regulations of electronic interaction of the Government of Kamchatka Krai creating the general rules of the organization of exchange of electronic messages which main objective - formation of the general rules of documentary interaction including transfer of electronic messages and documents between executive authorities, local government authorities and other regional organizations. After adoption of regulations testing and commissioning of the uniform effective procedure of documentary exchange between the Government of Kamchatka Krai and local government authorities is held.

In December, 2013 connected Legislative Assembly of Kamchatka Krai to the server of electronic interaction.
