TFCMI of the Republic of Tatarstan implementation of EDMS reduces costs for interaction

The Interfeys company implemented an electronic document management system of "the Logician of ESM.SED" (BOSS-Referent earlier) on the IBM Lotus Notes/Domino platform in Territorial fund of compulsory health insurance of the Republic of Tatarstan, the company in the press release reported on May 29, 2013.

Background

Reduction of terms of processing of incoming documents and citizens' appeals, effective process of approval of documents in electronic form and increase in control of execution of directives - a basis for administration of Territorial fund of compulsory health insurance of the Republic of Tatarstan in decision-making - to create the modern electronic document management system (EDMS).

Based on an open competition a choice of the software solution is made for benefit of the Logic of ECM system, the Interfeys company became the contractor of the project. The main criteria when choosing a system became: the user-friendly graphical interface, an opportunity to work via the web browser, convenient technical support at places, a large number of successful product introductions, including experience of the large-scale project in department of the Pension Fund of the Russian Federation across the Republic of Tatarstan.

Execution of the solution

Within the first stage of the project specialists of Interfeys LLC together with specialists of the customer booked audit of the existing processes of document flow and on the basis of its results developed the engineering design. System implementation of electronic document management and carrying out user training in central office and a branch network of fund became the next stage. The final stage there took place trial operation of a system and input in an industrial operation mode of a system.

Result

In a project deliverable the organization passed to paperless document flow that allowed to reduce costs for supplies and it is essential to optimize document flows. Thanks to system implementation of electronic document management in TFCMI of the Republic of Tatarstan it was succeeded to strengthen control of performing discipline, to provide quick access to the stored documents.

"Audit and implementation in the territory of TFCMI of the Republic of Tatarstan took place in optimal terms thanks to assistance of initiative staff of territorial fund and our implementation specialists. Employees were trained to work with a system and successfully use it", − Maria Kvaratskheliya, the project manager of implementation from Interfeys company noted.

Alsou Miftakhova, the director of GU "Territorial Fund of Compulsory Health Insurance of the Republic of Tatarstan", emphasized: "The implemented EDMS allowed to optimize internal business processes of fund, to increase control of performing discipline of employees, efficiency of consideration of citizens' appeals, to reduce the costs connected with interaction of directorate and territorially remote branches. Besides, the transparency is provided and decision making time according to documents is reduced".
