During the project the set of the subsystems concerning town-planning, engineering and to other types of activity of Committee of architecture of the city administration was developed. Among them:

• – subsystem of the state construction supervision;
  
• – subsystem of engineering service;
  
• – a subsystem of a city esthetics regarding management of outdoor advertizing;
  
• – Municipal Land Control automated control system;
  
• – address register;
  
• – management system for town-planning documentation;

The subsystems entering a complex give the chance to visualize and analyze in a space binding data for solving of tasks of the municipal government.

During creation of the digital plan modules on the Autodesk MapGuide platform were developed and integrated with the solutions which are available for the customer on others GIS platforms: ArcGIS (ESRI), Digitals (Geosistema / Analytics, TSNIIGAIK) and with information systems of other type (for example, electronic document management systems).

Software package of display of cartographic information – CityScope.NET

The software package CityScope.NET is intended for display of the cartographic information which is contained in digital city map of Kaliningrad on duty. ([7])

Space data of the digital plan are stored in the formats ArcGIS, Oracle Spatial in different storages, and the related attributive information – in a set of different databases in the MS SQL and Oracle formats.

Access to the digital plan of Kaliningrad on duty is necessary for work of different structural divisions of administration – committees, departments, etc. and also the municipal enterprises. All of them are dispersed on the city, and not in all there is an access to network.

The user of a system works with the "project" created by the administrator – the map with the configured layers, a legend, data sources, with communications with DBMS with forms of viewing data, etc.

Possibilities of CityScope.NET:

• display of geospatial data which can be stored as locally on the user's computer and to arrive from the server of cartographic information (Oracle DBMS, the files SHP, dwg, …). Also the combination of different methods of data acquisition for different layers within one card is possible;
  
• display of semantic data. Data can be had as in local storages (Microsoft Access DB, files of dbf, …), and in server DBMS (Oracle, the MS SQL Server, …);
  
• object search by attributive parameters;
  
• space object search for dynamic layers. For layers for which Oracle DBMS is data source accomplishment of space selections with obtaining result in a tabular form is possible;
  
• export of search results to the table of the MS Excel format;
  
• printing of the map fragment with a possibility of print preview;
  
• creation of the additional edited layers for drawing space and attributive data by the user. The entered data remain in the SHP format on the computer of the user or on a public network resource of a local network;
  
• setup of display of the additional edited layers, setup of signatures for the created objects.
