2012 – head of department of administration and maintenance of information systems of the Ministry of information policy and mass communications of the Chuvash Republic.

In June, 2012 it was appointed the deputy minister of information policy and mass communications of the Chuvash Republic.

Dismissal from the deputy minister's post

In April, 2015 Alexey Novikov was discharged of a position of the deputy minister of information policy and mass communications of Chuvashia.

Officially the reasons of resignation of Novikov were not stated. Several days later after his dismissal on the regional informational portal Ñheb-room.ru information that Novikov was employed in the Ministry of the dummy diploma about the higher education appeared.

According to the edition, earlier in the Ministry of information policy of Chuvashia internal check on the instructions of the head of department was initiated. Following the results it became clear that Alexey Novikov went to work in the ministry of forgery documents, namely — to the dummy diploma about the higher education. In fact behind Novikov's shoulders — the graduated school and technical school, writes Ñheb-room.ru.

At a portal forum about communication and the Internet in Chuvashia of "На-связи.ru" on requests to comment on resignation Novikov answered:

"I will tell only that in life often there are cases when the tide of life sharply changes the direction. So it happened also at me. But I am not sorry. Now I have again an opportunity to combine work and a hobby - to be engaged exclusively in IT projects", - he wrote.

According to Ñheb-room.ru, check in the Ministry of information policy of Chuvashia showed that in addition to Novikov two more employees of the same department got a job with dummy diplomas. One of them held a position of the head of department of information technology implementation, and the second was a non-management employee of the ministry. Based on check they were also discharged of a position.
