The national system of electronic collecting of a fare on roads of Belarus BelToll

The national system of electronic collecting of a fare on roads of Belarus is put by BelToll into commercial operation on August 1, 2013 and acts on certain roads of the country, with a total length of 815 kilometers.

The BelToll system succeeded manual collecting of a fare and is the most modern and reliable solution in this area. A system works on the basis of a specialized radio communication at short distances (DSRC) which allows to write off a fare automatically when the vehicle passes under stations of collecting of a payment, without the need for reduction of speed, a stop or the choice of a certain lane.

"We expect that implementation of a new, modern system of collecting of a fare on roads of Belarus, will bring benefit to economy of our country regarding attraction of the foreign investments and further development of road and transport infrastructure", – the Deputy Minister of Transport and communications of Belarus Alexey Avramenko said.

During creation of a National electronic system of collecting of a fare which was actually conducted with the end of fall of 2012 Kapsch – the Austrian investor – created Foreign limited liability company which staff in Belarus are 160 people in Belarus, performed works on installation of 56 stations of payment and stations of control on all extent of paid roads, opened 48 service points of clients, equipped 2 modern information processing centers, made and delivered 500,000 onboard devices to Belarus and equipped and gave to Transport inspection more than 16 cars of control.

"Thanks to experiment of Kapsch on implementation of the similar systems in many countries of the world and as a result of the coordinated work with the Ministry of Transport of Belarus and other interested organizations, we could create the modern system of electronic collecting of a payment which satisfies to the highest quality standards in enough short time and will bring benefit to the Belarusian state", – Erwin Toplak, the Executive operational director of Kapsch TrafficCom AG noted.

The operating company of IOOO "Kapsh Telematik Servisiz" which problems include ensuring proper functioning of a system of electronic collecting of a payment and implementation of all necessary functions connected with ensuring its work will manage system operation of BelToll in Republic of Belarus.
