Bank of Russia Order No. 04.12.2017 of OD-3388 04.12.2017 revoked the banking licence of Novopokrovsky Commercial Bank, LLC KB Novopokrovsky, a credit institution (reg. No. 467, Krasnodar). According to the reporting data, the credit institution ranked 208 in the banking system of the Russian Federation in terms of assets per 01.11.2017.
Novopokrovsky CB LLC did not comply with the requirements of the legislation and regulations of the Bank of Russia in the field of combating the legalization (laundering) of proceeds from crime and the financing of terrorism in terms of timely submission of information and reliability of information sent to the authorized body, including on operations subject to mandatory control. The business model of the credit institution was focused on aggressive attraction of funds of the population and their placement in assets of unsatisfactory quality.
The activities of Novopokrovsky Design Bureau LLC showed signs of unfair behavior of management and owners, expressed in the implementation of "scheme" operations in order to evade the requirements of the supervisory authority on the formation of reserves for possible losses adequate to the risks taken.
The Bank of Russia has repeatedly applied supervisory response measures against the bank, including the introduction of restrictions on attracting household deposits.
Under the circumstances, the Bank of Russia decided to withdraw Novopokrovsky CB LLC from the banking services market.
The Bank of Russia's decision was made in connection with the credit institution's failure to comply with federal laws governing banking activities and Bank of Russia regulations, and repeated violation of the requirements provided for in Article 7 within one year (with the exception of paragraph 3 of Article 7) of the Federal Law "On Combating Legalization (laundering) proceeds from crime and the financing of terrorism, "as well as the requirements of Bank of Russia regulations issued in accordance with the specified Federal Law, taking into account the repeated application within one year of measures provided for by the Federal Law" On the Central Bank of the Russian Federation (Bank of Russia). "
In accordance with Bank of Russia Order No. 04.12.2017 of OD-3389, Novopokrovsky CB LLC appointed a temporary administration until the appointment of a bankruptcy trustee in accordance with the Federal Law "On Insolvency (Bankruptcy)" or appointment of a liquidator in accordance with Article 23.1 of the Federal Law "On Banks and Banking Activities." The powers of the executive bodies of the credit institution in accordance with federal laws have been suspended.
