The regulations of information exchange in the field of housing and public utilities define standards, an order and the main procedures of information exchange in electronic form between participants of housing sector on the basis of the agreements signed between them.

Creation of Regulations of information exchange of housing and public utilities is intended to increase efficiency of interaction of participants of housing sector, information openness and transparency of activity of public authorities and local government authorities, efficiency of application and interaction of the different automated information systems implemented or which are already implemented by participants of housing sector.
The purposes of creation and use of Regulations are:
- Development of uniform methodology of the description and identification of objects and subjects in the market of housing and public utilities;
- Standardization of methods and handshaking between automated systems of the different developers used in the field of housing and public utilities in the territory of the Russian Federation;
- Creation of the scalable tool and the rules of information exchange applied by all participants of interaction;
- Transition to modern standards of exchange of the business and commercial information in electronic form.
Stated purposes are achieved as a result of the solution of the following tasks:
- Studying of world and Russian experience on development, implementation and application of similar regulations of information exchange in other spheres;
- Studying business of processes in the field of housing and public utilities for the purpose of identification and structural analysis of information which is a subject of interaction of all participants of housing sector;
- Determination of the basic data which are subject to the description and a regulation according to the processes studied and analyzed business;
- Formation of the logical dictionary including structure and structure of the data used at information exchange;
- Development of the reference books of regulations identifying objects of housing and public utilities on the basis of the all-Russian reference books;
- The description of examples of the XML documents created according to regulations and schemes of their check.
Scope of these Regulations is the information space of housing sector formed by information systems of participants of information exchange and a communication network and data transmissions. Can be participants of information exchange:
- Regulatory authorities;
- Management companies;
- Service providers;
- The servicing organizations;
- External participants of information exchange.
Thus, the Regulations are intended for all participants involved in information exchange of housing sector.
The regulations can be used by all organization types of housing sector for increase in efficiency in management of the business and commercial information. Owing to the expansibility, the Regulations can be adapted to a large number of different requirements of housing sector, depending on needs of the specific participant of exchange.
When developing Regulations the following basic principles were considered:
- Simplicity – the principles underlain in Regulations are clear and logically complete.
- Universality – the Regulations are developed for applied use by the most wide range of participants in the field of housing and public utilities.
- The modularity – architecture of Regulations is organized on modularity.
- Minimization of cost of implementation – costs of resources for implementation of Regulations are minimum.
- The expansibility – Regulations provides a possibility of expansion in process of detection of new requirements.

The information flow 2 reflects the procedure of disclosure of information on management company according to the Order of the Government of the Russian Federation of September 23, 2010 N 731 "About the approval of the standard of disclosure of information by the organizations performing activity in the field of management of apartment houses" (Figure 3).
Use of Regulations of information exchange in the field of housing and public utilities will allow to achieve the following results:
- Increase in efficiency of application and interaction of the different automated information systems implemented or which are already implemented by participants of housing sector;
- Increase in availability of information in the field of housing and public utilities;
- Increase in information openness and transparency of activity of public authorities and local government authorities;
- Possibility of expansion and addition of regulations with participants of information exchange according to the requirements;
- Ordering, regulation and standardization of electronic document management between participants of information exchange of housing sector;
- Reduction of time of approval and exchange of documents.

Regulations of information exchange in the field of housing and public utilities of v2
The non-commercial consolidation "Housing and Public Utilities Development" together with the "Fund of Assistance to Reforming of Housing and Public Utilities" state corporation created in the summer of 2013 independent Committee which supervises preparation of standards of information exchange and data processing in housing and communal services.
Need for uniform all-Russian rules and requirements was caused by decentralization of IT solutions for a public sector in the field of housing and communal services. Earlier in regions own software products which in the course of use and integration into the federal module underwent significant changes were created. Such situation affected reliability of a picture in regions and quality of management of this socially important industry and also led to waste of budgetary funds for completions.
The committee was headed by Andrey Chibis - the chief executive of NP ZHKH Razvitiye, the head of the Working group on development of housing and public utilities of Expert advice at the Government of the Russian Federation. Representatives of the Russian Government Analytical Centre and Fund of Assistance to Reforming of Housing and Public Utilities Group also were a part. As experts for the solution of the matter specialists in the field of informatization of JSC Rostelecom, JSC Sberbank of Russia, ANO Institute of Development of Regions, Institute of System Monitoring LLC, Internet Service LLC were invited.
The author of the previous all-Russian Standard and the developer of complete solutions for housing and public utilities – BARS GROUP company - became the chief expert in the choice of criteria and practical tools of new regulations taking into account requirements to information systems of regional programs of an overhaul of apartment houses.
The new developed Standard of information exchange in housing and public utilities includes requirements to information systems of regional operators of an overhaul, billing and settlement centers and also a form of the electronic payment document on payment of housing and communal services.
