Court decision to recover 227.9 million rubles for the burned engine of the icebreaker "Arktika"
On December 25, 2025, the Arbitration Court of St. Petersburg and the Leningrad Region ruled to recover 227.9 million rubles from the Krylovsky State Scientific Center (KGNC, controlled by the Federal Property Management Agency) in favor of the Sogaz insurance company. The reason for the claim of the insurance company to the scientific center was the fire of the right propeller electric motor of the lead icebreaker of project 22220 "Arktika," which occurred during the construction of the vessel, which happened on February 4, 2020.[1]
Appointment as coordinator of the entire shipbuilding industry in Russia
In early December 2025, the President Russia Vladimir Putin signed a decree on the creation of the Academician A. N. Krylov National Shipbuilding Research Center in the country. The new structure will be formed St. Petersburg on the basis of the reorganized Krylovsky State Scientific Center.
According to TASS with reference to the document, the main goal of creating the center is to form a technological base for an innovative economy, develop a high-tech shipbuilding complex and increase the efficiency of managing scientific research in the industry. The key areas of activity include the coordination and conduct of fundamental and applied scientific research, the implementation of a full cycle of development work, as well as the consolidation of the research and personnel potential of leading organizations.
The Government of the Russian Federation was instructed within six months to ensure the reorganization and submit the relevant law to the State Duma.
Assistant to the President of the Russian Federation, Chairman of the Maritime College Nikolai Patrushev explained the need for this decision. He stated that the scientific and technical reserve of previous years in shipbuilding is almost exhausted, despite the significant production potential of the industry. According to him, the existing research coordination system is insufficient, the work is often duplicated, which leads to ineffective spending of budget funds.
Nikolai Patrushev also stressed the importance of the personnel issue. The center will have to establish interaction with leading universities to train highly qualified specialists in order to replenish the competencies lost in previous years. According to Patrushev, the Maritime Collegium of Russia will control the process of forming a new center.[2][3][4][5]
