Works on system implementation Matter in the Ministry of Health of Murmansk region

Level of providing medical care in Murmansk region is considered one of the highest in Russia. Here over 50 state treatment and prevention facilities function: hospitals, clinics, out-patient clinics and clinics, the medical centers, organizations on blood transfusion, protection of motherhood and the childhood, etc.

In 2011 the government of the region approved the long-term target program "Upgrade of Health Care of Murmansk Region" directed to improvement of quality of the provided services, the organization of effective work with patients, informatization and development of electronic interaction between subordinated organizations, telemedicine development, etc. Within upgrade of health care of one of the main objectives of informatization there was an optimization of activity of regional governing bodies of the industry through implementation of modern information systems. System implementation of electronic document management "MATTER" in the Ministry of Health of Murmansk region became the first stage of this process.

Works on system implementation "MATTER" in the Ministry of Health of Murmansk region started in 2012. At the first stage over 170 jobs of a system were set (from them 160 "DELO-Web"), additional options, such as line scanning, barcode printing, etc. are connected. The contractor of the project defined NetSL company – the leading Russian northwest enterprise providing services and products in the field of information technologies and business consulting.

By means of "MATTER" in the Ministry of Health electronic document management is actively conducted, documents are quickly approved, the management activity is automated, electronic exchange of documents with 52 subordinated treatment and prevention facilities is adjusted. The ministry actively develops a system, expanding its application and mastering new opportunities. So, summer of 2013 over 30 licenses of the Monitoring of Documents application developed by KS-Consulting company – SED/ESM integrator of systems in the territory of Siberia were purchased. The application is intended for the timely notification about approach of control completion dates, vising or approvals of documents and also for the notification on receipt of new documents, change of their statuses, etc. This application considerably increases performing discipline and helps to minimize a problem of untimely execution of instructions.

Transition through implementation of EDMS to a new format of a management activity promotes active promotion of technology innovations not only in activity of power structures, but also in work of medical institutions. Large-scale information technology implementation in the Ministry of Health of Murmansk region gives a huge impetus to high-quality changes of a system of medical care in the region. Change of approaches and the relation of a managerial and medical personnel to IT-systems allows to advance successfully such projects as creation of a single system of telemedicine - conceptually new format of providing medical services by means of remote links of communication which in the area are going to be developed actively.
