SAP automates purchases in Transneft

In the fall of 2013 in JSC Transneft are going to start creation of an automated system of the organization and the tendering ("ASU-Zakupki") providing maintaining all cycle of purchasing activity in electronic form at the enterprises of the company.

"ASU-Zakupki" will allow to create the needs for purchases, deliveries and provision of services for the organizations of a system Transneft and also to approve these requirements. Besides, in it it will be possible to create purchasing lots, to organize and carry out purchases, to control the conclusion and performance of agreements, to prepare the reporting and to carry out efficiency analysis of purchasing activity. In addition, "ASU-Zakupki" will provide an opportunity to manage information on suppliers.

A system will be developed on the SAP platform, it is specified in the project documentation, and a database server and the application server – are on a centralized basis placed in DPC of the company. Support of virtualization using software of VMware is specified to some of requirements to a system.

At the time of implementation "ASU-Zakupki" in JSC Transneft the automated system developed and supported by own forces of department of the organization and tendering is used.

In the project documentation it is noted that this system suits with the functionality users, however has a number of shortcomings. In particular, it does not cover the procurements conducted by the enterprises of Transneft in a number of which systems automating logistics based on products of different producers are used. So, for example, in Sibnefteprovoda and Chernomortransneft a system based on software Galaktika, in JSC Transnefteproduct - based on Navision, in Vostoknefteprovoda - based on software Leader and software of own development is used.

Among other shortcomings of the system which is used in JSC Transneft need of preparation manually of agreements based on purchases and lack of a corporate system of maintaining the normative reference information on partners, works, services, etc. is noted.

On execution of works on the creation "ASU-Zakupki" JSC Transneft takes away about 667 days from the moment of signing of the contract with the contractor. The maximum price which the company is ready to pay for execution of works is 216 million rubles.
