Rosrybolovstvo will arm with tablets for fight against violators

To the middle of December, 2013 Rosrybolovstvo plans in a pilot zone - Northwest Territorial Department – to implement the project allowing to make out administrative offenses directly on site of their commission and also to issue required documents and to quickly transfer information in electronic form to Territorial Department for accounting and control.

For this purpose department will distribute to inspectors of department of operating control, supervision and fish conservation of pilot management the mobile hardware-software complexes consisting of the tablet computer and the list device.

As it appears from technical documentation on the project, using tablets inspectors will be able to conduct preparation of procedural documents, including the protocol on administrative offense, the protocol of withdrawal, etc., the description of circumstances of offense and its classification.

Besides, it will be possible to conduct photographing of circumstances of offense with tablets, to execute the automatic premises of pictures in case papers and to print protocols and resolutions on offenses, said in documentation. One of project requirements is also the possibility of monitoring of location of mobile PCs.

In addition to directly tablets the project includes creation of the central hardware and software system which will be able to transfer the different reference information to tablets, to provide registration and accounting of the issued affairs, storage of materials in electronic archive and providing them for search. With its help it is going to keep account of mobile PCs.

As for technical requirements to devices, they should work running Android OS of version 4.0, have resolution of the display 1280 x 800 points, provide battery life till 9 o'clock and support work in 3G networks and Wi-Fi.

According to Northwest management of Rosrybolovstvo, for the first half of the year 2013 it made 4.088 thousand administrative reports, are imposed penalties on the amount of 8.418 million rubles and collected penalties for the amount of 4.376 million rubles.

Need of equipment of inspectors tablets in Rosrybolovstvo is proved by the list of instructions according to the results of a visit to the Astrakhan region of Dmitry Medvedev, even in his stay by the president in 2011. This document provides implementation of the innovation systems of tracking, fixing and registration of offenses in the field of fishery and preserving of water biological resources for the purpose of increase in efficiency of activity of bodies of state control.
