Appointment of the independent registrar is collecting, recording and information storage in the course of holding auctions on the electronic marketplaces working by the state order. As envisioned by the customer, fixing all process of biddings, a system will help to exclude fraud in the course of carrying out state procurements.

The Federal Antimonopoly Service (FAS) should become the main user of a system. At emergence of disputable situations a system will be able to provide materials of process of biddings on regulator requests. For example, if the participant of the tender complains of their result FULL FACE, then department will be able to carry out a holding the auction inspection, having requested data from the independent registrar.

In addition to the basic functions the registrar will also allow to create uniform normative and help base for the purpose of providing data on a request of the automated systems used in the course of running public online auctions.

The choice of the contractor for project implementation

Announced the tender at the choice of the contractor for execution of works on creation of the registrar of electronic biddings of the Ministry of Telecom and Mass Communications in August, 2013, and in October its results were summed up.

Federal state unitary enterprise Scientific Research Institute Voskhod was the only participant of tender, however the Ministry of Telecom and Mass Communications rejected its request. As it appears from the solution of a tender committee, a cause of failure was the fact that federal state unitary enterprise Scientific Research Institute Voskhod suggested to ensure functioning of "hot line" - consultation on phone, the fax or e-mail on setup, administration of a system, diagnostics of faults and carrying out recovery work - only in the working days from 9 a.m. till 6 p.m. o'clock. At the same time, according to terms of reference, "hot line" should work round the clock 365 days in a year.

The Deputy Minister of Telecom and Mass Communications Mikhail Evrayev who was earlier working as the head of department on control of placement of the state order FULL FACE told Tadviser that, despite the solution of a tender committee, its department in coordination with FAS is going to sign the contract with federal state unitary enterprise Scientific Research Institute Voskhod for execution of works on creation of the independent registrar. 94-FZ provides such opportunity, he notes, adding that necessary documents for review with FAS are in process of preparation.

In a conversation with TAdviser Evrayev assumed that federal state unitary enterprise Scientific Research Institute Voskhod was the only participant of tender because terms of the contract assume accomplishment of rather large volume of works in enough short time and at the price low for such volumes.

Afterwards with Voskhod the contract for execution of works for the amount of 119.5 million rubles at the starting (maximum) price of the contract in 133 million rubles was signed.

Project Progress

At the beginning of April, 2014 announced the Ministry of Telecom and Mass Communications end of the first stage of works on creation of the independent logger which included software development of a system and information security support at data transmission.

Connection to the independent registrar of five Russian platforms of electronic biddings which work by the state order should become the second stage. On creation of the independent registrar follows from terms of reference that it should be connected, in particular, to the website of state procurements zakupki.gov.ru and also to such platforms as "Single electronic trading platform", "by MICEX – Information technologies",Sberbank-AST, "RTS the tender" and "The agency by the state order, investment activities and interregional communications of the Republic of Tatarstan".

In August, 2014 Mikhail Evrayev reported that the independent registrar will earn from auctions since November. He told TAdviser that trial operation of a system was conducted since May, 2014, and federal state unitary enterprise Scientific Research Institute Voskhod as subcontractor involved Topcase company in its development.

Well forgotten new

It should be noted that the project on creation of the registrar of electronic biddings is not new. So, in 2010 the Ministry of Telecom and Mass Communications already ordered development of this system for the benefit of FAS, as the contractor on the project then Rostelecom acted. However after change of leadership team in the Ministry of Telecom and Mass Communications in department considered that works on creation of a system were not performed properly.

The Deputy Minister of Telecom and Mass Communications Mikhail Evrayev who was earlier working as the head of department on control of placement of the state order FULL FACE addressed to law enforcement agencies concerning the government contract on creation of the registrar of electronic marketplaces, the prisoner between the Ministry of Telecom and Mass Communications and Rostelecom in 2011. Total amount of the contract for accomplishment of a number of works, including also this project, according to the Deputy Minister of Telecom and Mass Communications, made about 300 million rubles.

He told about it, answering a question of TAdviser of this system, during the press conference on August 1, 2013 Evrayev also added that the appeal to bodies for this occasion was one of the first things which it made, having come to work in the Ministry of Telecom and Mass Communications.

The independent registrar, as envisioned by FAS, should be connected to all platforms on which state procurements are carried out and to fix all processes happening during electronic biddings, and afterwards to provide information on results of biddings on requests of regulators at emergence of disputable situations. For example, if the bidder complains of their result FULL FACE, then department will be able to carry out an inspection of the course of an auction, having requested data from the independent registrar.

Task of the independent registrar - to exclude fraud at state procurements, at sale of property of bankrupts, and further - and at distribution at electronic biddings of any state or municipal property or property rights.

Discussed creation of such registrar FAS from the Ministry of Telecom and Mass Communications several years, Mikhail Evrayev tells, however these plans were not crowned with success. The main obstacle to it in the stay of work FULL FACE in a conversation with TAdviser he called that its department "could not achieve in any way from the Ministry of Telecom and Mass Communications and Rostelecom of that they performed this work".

"The product which independent registrar was not was developed. The only thing that it did – performed data transmission from electronic platform on the third server and then FULL FACE, - Mikhail Evrayev says. – Such independent registrar is not necessary to us, we can obtain directly from the platform the data. The essence is blown should consist not in it, and in that the electronic platform could not influence distortion of these data".

Thus, nothing was almost made though delivery and acceptance certificates of works as the staff of the Ministry of Telecom and Mass Communications were signed, added the Deputy Minister of Telecom and Mass Communications. He also noted that FAS acted as the functional customer of a system, but at this FAS invited to its acceptance backdating. In connection with all this Evrayev filed the application to the police and a request to understand, having attached necessary documentation on the contract.

As of July, 2013 law enforcement agencies conduct preliminary inquiry according to this address, speaks to the Deputy Minister of Telecom and Mass Communications. In Rostelecom on it told TAdviser that about it their company knew of the appeal to the Ministry of Internal Affairs only from media reports: so far requests concerning the government contract, "concluded in 2010", did not come to the company, concerning Rostelecom and her employees any investigative actions were not carried out.

Rostelecom completely performed technical specifications. Works on the independent registrar were accepted by the interdepartmental commission into which representatives of the Ministry of Telecom and Mass Communications, FAS, Ministry of Economic Development and Federal Treasury entered. Representatives of these structures were also involved in formation of technical specifications on the independent registrar ", - told TAdviser in department of external communications of Rostelecom.

The company tells that in 2010 the government contract on formation of infrastructure of the electronic government which included different actions was concluded. In two years the amount of the works performed on it was 290 million rubles. And, representatives of Rostelecom add, 80% of contract amount were the share of supplies of equipment which in 2011 was transferred to the state for the organization of IT infrastructure of state procurements (DPC).

In 2010, according to representatives of the company, separately costs for creation of the independent registrar were not selected, in 2011 there were three lines on the independent registrar for the total amount of 9 million rubles. Rostelecom added that since 2013 their company is not engaged in this project.

During the press conference Mikhail Evrayev, also reported that after his arrival in the Ministry of Telecom and Mass Communications department rewrote terms of reference on creation of a system and on August 1, 2013 again announced the tender for the choice of the contractor for execution of works. According to plans of the ministry, the independent logger should be deployed by May, 2014, and its creation will manage in the amount no more than 133 million rubles.
