The FTP of Development of education for 2011-2015

Program tasks

Tasks of the Program are:

• upgrade of the general and preschool education as institute of social development;
• reduction of contents and structure of professional education in compliance with requirements of labor market;
• development of a quality assessment system of education and demand of educational services.

Program stages

The program will be implemented in 2011 - 2015 in 2 stages.

• At the first stage (2011 - 2013) according to actions of the Program the strategic projects of development of education including a number of the new interconnected directions will be created. These projects will be implemented by territorial subjects of the Russian Federation, educational and other institutions and the organizations with federal support with participation of professional pedagogical community.

As a result of accomplishment of the first stage steady models for further mass implementation of conversions and assessment of their effectiveness will be received, scenarios are developed for different types of educational institutions, regions and social and economic conditions.

• At the second stage (2014 - 2015) it is necessary to complete the strategic projects begun at the first stage, having provided consecutive changes in the field of education in all territory of the Russian Federation. At this stage new management models by education in the conditions of large-scale use of information telecommunication technologies will be created and also the main positions on the purposes and tasks of the federal target program of development of education for the next period are defined.

Early termination of program implementation is performed in accordance with the legislation of the Russian Federation.

Target indicators

Target indicators of the Program are:

• access to education level according to modern standards for all categories of citizens irrespective of residence, the social and property status and the state of health;
• level of compliance of education to modern standards.
• The key indicators of the Program reflecting the course of its implementation:
• share of school students who are given an opportunity to study according to the main modern requirements, in the total number of school students;
• share of the teachers who were trained on new address models of advanced training and having a possibility of the choice of training programs in the total number of teachers;
• share of graduates of 9 classes living in rural areas in remote and hardly accessible territories which are given an opportunity of the choice of a profile of training, including remote or in organizations of professional education, in the total number of graduates of 9 classes living in rural areas in remote and hardly accessible territories;
• share of the graduates of day (internal) form of education according to the main educational programs of professional education who found a job no later than end of the first year after release (including programs of higher education), in the total number of graduates of day (internal) form of education according to the main educational programs of professional education of the corresponding year;
• growth of security with educational and laboratory placements according to the standard on one student in relation to 2005;
• share of teachers who work in the universities participating in interuniversity cooperation and have an opportunity to conduct researches based on other organizations, in the total number of teachers of universities;
• share of the educational institutions which are openly providing reliable public information about the activity on the basis of the system of the automated monitoring in the total number of educational institutions;
• amount of education levels on which possibilities of objective quality evaluation of education are implemented;
• share of the students in total number studying at all education levels which received assessment of the achievements (including using information and communication technologies) through voluntary and compulsory procedures of estimation for creation on the basis of it the individual educational trajectory promoting socialization of the personality;
• share of governing bodies of formation of the territorial subjects of the Russian Federation integrated with a uniform information and analytical system of management of the educational environment in the total number of governing bodies of formation of territorial subjects of the Russian Federation

The expected end results

• increase in a share of educational services in gross domestic product not less than for 7 percent;
• decrease by 16 percent of unemployment rate among the citizens having the higher, secondary and primary professional education;
• decrease by 8 - 12 percent of costs for sale of mechanisms of social adaptation for socially unprotected groups of the population;
• creation and implementation of new educational and leisure programs at all levels of an education system;
• implementation and effective use of new information services, systems and technologies of training, electronic educational resources of new generation;
• implementation of procedures of independent assessment of activity of educational institutions of all levels and educational processes;
• creation of resources and programs for exceptional children;
• support of the regional comprehensive programs of development of professional education directed to achievement of strategic objectives of the innovative development and stimulation of interaction of the organizations of science, the higher, secondary and primary professional education, the Russian and foreign companies within the general projects and programs of development;
• training in the priority directions of upgrade and technology development of economy of Russia (energy efficiency, nuclear technologies, strategic computer technologies and the software, medical equipment and pharmaceutics, space and telecommunications);
• equipment by a modern industrial practice, computer hardware and the software of the educational institutions of professional education implementing modern educational programs and the training technologies, the organization of training and training of specialists in the leading Russian and foreign education centers with attraction to this work of associations of employers, the commercial organizations showing demand for graduates of organizations of professional education;
• formation of network of expert and analytical and certified assessment centers and certification of professional qualifications, including for the innovation branches of the economy; increase in indicators of the academic mobility of students and teachers allowing to provide the new interoperability layers of the different educational and economic systems, attraction by universities for teaching specialists from the real sector of economy;
• cooperation of organizations of professional education with the external environment for formation of stable bilateral ties on employment of graduates and maintenance of processes of life-long education for the staff of the enterprises;
• implementation and support of the mechanisms of public-private partnership providing effective financing of an education system; implementation and support of mechanisms and models of economic independence of educational institutions.

Finance

The amount of financing of actions of the Program (in the prices of the corresponding years) will be: total amount - 140778.3 million rubles, including: at the expense of means of the federal budget - 56801.1 million rubles, from them a subsidy - 11469.68 million rubles; at the expense of means of budgets of territorial subjects of the Russian Federation - 67070 million rubles; at the expense of non-budgetary sources - 16907.2 million rubles (in edition of the order of the Government of the Russian Federation of July 13, 2012 No. 716)

2013: Subsidizing of regions

Distribution of the subsidies provided in 2013 from the federal budget to budgets of territorial subjects of the Russian Federation on support of implementation of the Federal target program of development of education for 2011 - 2015 years in the part concerning development and deployment of programs of upgrade of the systems of professional education of territorial subjects of the Russian Federation between budgets of territorial subjects of the Russian Federation.

Unified information system of education

Results of 2011

Creation of the quality management system of education based on information and communication technologies providing access to educational services and services

• Upgrade of technology of preparation, carrying out and processing of results of the USE of examination in information science in a computer form
• Development of technological solutions and models of the organization and carrying out the automated assessment procedures of quality of education
• Creation of standard solutions on information security support of the organizations on federal and the regional levels participating in preparation and holding the Unified state examination
• Creation of the single integrated information system aggregating these quality assessment systems of education including education quality evaluations given for monitoring of indicators
• Development of a federal information system of accounting and monitoring of expert activity in procedures of a quality assessment system of education

• Creation of expert and analytical decision making system on distribution of the target figures of reception of citizens studying at the expense of means of the federal budget and formation of the state tasks for training in state educational institutions of professional education
• Development of an information technology platform for unloading and data integration from information systems, storage, processing and distribution of information in the field of education
