The Ministry of Culture and Spiritual Development of the Sakha (Yakutia) Republic begins the project on expenditure management optimization

On October 22, 2013 the BFT company announced the beginning of project implementation on implementation of modern mechanisms of productive expenditure management of the budget of the republic in the field of culture by request of the Ministry of Culture and spiritual development of the Sakha (Yakutia) Republic.

Project Tasks

The project is directed to creation of complex technology of management of public finances in the Ministry of Culture and spiritual development of the Sakha (Yakutia) Republic providing implementation of modern mechanisms of productive expenditure management.

Project Plans

Specialists of BFT company will provide legal and methodical support of implementation of modern mechanisms of productive process management of providing public services in the Ministry of Culture and spiritual development of the Sakha (Yakutia) Republic.

In the project progress it is necessary to prepare a packet of regulatory legal acts among which there is a draft of the departmental list of public services (works) rendered (executed) by public institutions subordinated to the ministry and the project of an order of determination of standard costs on rendering public services, costs for execution of works and property charges.

BFT will provide methodical support of transition of the ministry to the program and target principle of the organization of activity – will carry out expertize of the state program in the field of culture and will prepare offers on ensuring interrelation of indicators of direct result of the actions included in the state program with fill rates of the state tasks brought to public institutions.

Implementation in the ministry of the ATsK-Monitoring KPI system will become the final stage of the project. The solution automates processes of monitoring of the state programs implemented by the Ministry of Culture and Spiritual Development of the Sakha (Yakutia) Republic and accomplishment of the state tasks brought to subordinated network. Continuous monitoring will be provided at the expense of the organization of regular collection of information (monthly, quarter, annual) on all indicators connected with implementation of state programs and accomplishment of the state tasks.
