ATsK-Goszakaz in Head department of material resources of Chelyabinsk region

Specialists of BFT Company together with Head department of material resources of Chelyabinsk region completed the project on upgrade of a hardware and software system on placement of the state and municipal order "ATsK-Goszakaz". Now all state and municipal customers of Chelyabinsk region work in a common information space for management of budget process and process of purchases.

The previous stages of works on upgrade of a complex on placement of the state order of Chelyabinsk region included connection of the state and municipal customers of 18 municipal entities of area. The Argayashsky municipal district and Snezhinsk were originally connected, and at the end of 2012 16 more municipalities began the work in the centralized information and technical platform for automation of process of storage, data processing and obtaining operational information on placement of the state and municipal order of Chelyabinsk region based on the automated system "ATsK-Goszakaz".

In September, 2013 the third stage of works on creation of the centralized platform of placement of the regional order according to which other 22 municipal entities of area were connected to the solution was completed. Specialists of BFT Company perform works on ensuring interaction of the ATsK-Goszakaz system with the system of budget implementation "ADC-Finance" installed in the specified municipal entities. Unconditional advantage of a system is control online of order placement in municipal entities with preserving of the principle of independence of municipalities. Besides, the management system for the purchases "ATsK-Goszakaz" interacts also with the Official website of the Russian Federation for posting information on placing orders for the supply of goods, works and services and also with RTS-tender electronic marketplace for running public online auctions.

As a result of project implementation since October, 2013 all state and municipal customers of Chelyabinsk region perform operations on planning of procedures of placement, formation, placement and execution of the state and municipal order of Chelyabinsk region using products of BFT Company. Positive results of centralization of management of holding procedures of purchases in Chelyabinsk region is reduction of total ownership cost a system, and procedures of public procurements became more transparent and open.
