Ministry of Finance of the Republic of Dagestan (TEZIS)

Having proved the efficiency during the work with the administrative commissions in administrations Makhachkala a document management system and by tasks of TEZIS it was implemented in control financial management and control supervisory authorities of the Republic of Dagestan. Within the project the open Internet portal available to a feedback to any inhabitant of the republic is developed.

Earlier the developer company of Haulmont announced successful project implementation of implementation on automation of the administrative commissions Makhachkala. Based on the received results, at the same time two customers showed an initiative to expand use of the THESIS system on all Republic of Dagestan: Control financial management at the president of the Republic of Dagestan and the Ministry of Finance. Dagestan — Parus companies integrators, to the partner of developer company of Haulmont charged to execute the project. As a result of negotiations it was decided to create a common information space where both state bodies and all control supervisory authorities of the republic will enter. The President of the Republic of Dagestan took part in the approval of technical specifications, and in further development process the opinion of staff of 16 departments was considered.

Under the terms of customers an implementation time of a system was reduced to 2 months which had to include completion of a product under specific organizational processes of the customer, installation of a system in 16 departments and also user training. At the same time strict requirements were imposed to the program:

• stable system operation at the large volume of information at the level of the republic,
• system opportunity for work in the remote areas in the conditions of unstable power supply networks,
• compliance to laws and regulations of work of all departments and state bodies,
• high flexibility of a system with a possibility of individual preference under each of departments,
• intuitive interface, available, including, and not to the really experienced user.

The agreement - the Ministry of Finance of the Republic of Dagestan and Control financial management at the president of the Republic of Dagestan – and the Dagestan Parus company which is engaged in system implementation of TEZIS in the territory of the Republic of Dagestan was signed with customers in November, 2012. The stated implementation time was completely observed, in January, 2013 a system was installed and brought into trial operation in 16 departments. The staff of the Ministry of Health of the Republic of Dagestan, the Ministry of Finance of the Republic of Dagestan, Prosecutor's office of the Republic of Dagestan, Control financial management of the President of the Republic of Dagestan, etc. were among users. In the course of trial operation the solution well proved to be and deserved positive reviews. Thanks to the open code, a system was easily customized individually under requirements of each department. Since June, 2013 the THESIS system is used in the mode of commercial operation.

During an implementation project the following tasks were implemented:

• creation of a common information space between regulatory authorities, their subordinated organizations and prosecutor's office (plans, acts, scheduled inspections, unscheduled inspections).
• creation of the register of plans, accounting of scheduled inspections, automatic search of legal entities for check, a statement and signing of plans between different departments, accounting of unscheduled inspections,
• automatic control of results of checks, creation and accounting,
• conducting electronic document management and exchange to plans with higher state bodies.

In the THESIS system the module of accounting of tasks where to the employee the task with further control of its execution is automatically appointed was used.

Besides, according to the proposal of the president of the Republic of Dagestan, especially for the THESIS system specialists Dagestan Parus developed the uniform portal which is available to any citizen of the republic. Now each inhabitant has an opportunity to check directly, an inspection concerning the legal entity was how legally carried out, to study results or to address with the complaint. It allowed to increase transparency of work of control supervisory authorities and to make it the most open.

"In our opinion, the THESIS system as much as possible approached under requirements of customers. In addition to a broad set of ready modules, a system easily is improved under individual tasks. In this case we could consider features of each department, a wish of employees and to make a system most adapted for the republic. Few what systems can be programmed so flexibly under the specific user. And in combination with the acceptable project cost of implementation at the level of the republic, TEZIS has clear advantage before other similar systems. Besides, a system is integrated not only into control supervisory authorities, but also functions for citizens at the level of all republic. It is possible to tell, it became "national". Control of filling of plans in the current mode is now carried out. In the nearest future plans which were formed manually before activity automation will be loaded into a system. Also in 2014 it is going to connect to a system the subordinated organizations since already now such need appeared and to expand the project on the neighboring republics.
