Professional standards for nanotech industry

The expert advice according to professional standards of the Ministry of Labour and Social Protection of the Russian Federation under the chairmanship of the deputy minister Lyubov Eltsova in November, 2013 approved 12 professional standards for nanotech industry adopted earlier by the Commission on professional standards of Russian Union of Industrialists and Entrepreneurs:

• The production engineer in the field of production of nanodimensional semiconductor devices and integrated circuits;
• The metrology engineer in the field of metrological support of development, production and tests of nanotechnology products;
• The engineer in the field of design and support of integrated circuits and systems on a crystal;
• Specialist in functional verification and development of tests of functional control of nanodimensional integrated circuits;
• The project management specialist in the development areas and settings of production of semiconductor devices and systems using nanotechnologies;
• The design engineer in the field of production of nanoheterostructural very high frequencies monolithic integrated circuits;
• The production engineer in the field of production of nanoheterostructural very high frequencies monolithic integrated circuits;
• The specialist in the field of technological support of a full stroke of production volume nanokeramik, connections, composites on their basis and products from them;
• The specialist in the field of technological support of a full stroke of production of volume nanometals, alloys, composites on their basis and products from them;
• The specialist in the field of technological support of a full stroke of production of products with the nanostructured ceramic coverings;
• The specialist in the field of materials research providing a fabrication cycle of production volume nanokeramik, connections, composites on their basis and products from them;
• The specialist in the field of materials research providing a fabrication cycle of production of volume nanometals, alloys, composites on their basis and products from them.

These professional standards were developed by Fund of infrastructure and educational programs with the assistance of specialists of more than 70 companies of nanotech industry and 15 universities and approved by the Commission on professional standards of Russian Union of Industrialists and Entrepreneurs. After that the final stage of a statement was passed in the Ministry of Labour and Social Protection of the Russian Federation within the procedure approved in 2013.

The approved professional standards at the moment are applied to assessment and certification of qualifications of specialists of the enterprises and graduates of partner universities, creation of modular programs of professional training and retraining of specialists of the enterprises of nanotech industry and also when developing educational resources in the e-learning format for self-training of specialists of nanotech industry.

The expert advice at the Ministry of Labour and Social Protection of the Russian Federation is founded in compliance with the order of Ministry of Labour and Social Protection of the Russian Federation of 3/25/2013 as the permanent body performing consideration of drafts of professional standards within interaction of associations of employers, labor unions, etc. the interested organizations.

The fund of infrastructure and educational programs is created in 2010 according to Federal law No. 211-FZ "About reorganization of Russian Nanotechnology Corporation". The purpose of activity of Fund is development of the innovation infrastructure in the field of the nanotechnologies, including implementation which are already begun by RUSNANO of educational and infrastructure programs.
