On November 8, 2013 the EOS Group company announced "MATTER" in the Yakut City Council the beginning of the first stage of system implementation of electronic document management.
Project Tasks
In September, 2013 there began work the third convocation of the Yakut City Council. To arrival of new structure of city parliament there were changes concerning questions of the organization of work of deputy corps and the device. One of the directions of reforming - the decision on system implementation of electronic document management "CASE".
In the conditions of active program implementation "Development of information society in the Sakha (Yakutia) Republic for 2012-2016" (it is approved as the Decree of the President of the Republic in 2011 and it is updated in March of the current year) by the major task for the Yakut City Council became implementation of modern instruments of in-band management and external government relations and local government. Implementation of modern IT systems, and first of all – modern solutions for workflow automation became the first stage of this process.
As a technology platform for creation electronic document management systems in To the Yakut Duma it is selected EDMS "CASE". This system is used in 37 executive bodies of the government of the republic now and also century District city administration of Yakutsk.
Project Progress
The "Creation of a Single System of Automation of Office-work and Document Flow of Public Authorities of the Sakha (Yakutia) Republic" project is implemented since 2003, and today it actually is a subprogramme component "Formation of the electronic government" (this separate direction of the republican program "Development of Information Society in the Sakha (Yakutia) Republic for 2012-2016"). The subprogramme provides creation, development and maintenance of the system of interdepartmental electronic interaction (SIEI), departmental automated information systems of rendering public services, the portal of the public and municipal services. Besides, SIEI will support exchange of electronic messages between information systems of bodies state the authorities of the republic Sakha (Yakutia).
For gap filling between republican and municipal segments of the Electronic government the subprogramme provides creation of a system of electronic interaction between municipal entities and also integration municipal SIEI in republican at the hardware-software level. A partial transfer of paper document flow in electronic using a single system of electronic interaction between OMSU and the uniform server of electronic interaction of public authorities of the Sakha (Yakutia) Republic will be made.
Today in the Republic the works on creation of a system of interdepartmental and inter-level electronic interaction of public authorities of the Sakha (Yakutia) Republic and local government authorities using the developed EOS GROUP Server of Electronic Interaction (SEI) technology are completed. For this reason the customer designated as the major project task on implementation EDMS "CASE" in Yakut State Duma, except automation of work with documents and instructions in the office of the Duma, ensuring external interaction by means of an option Comecon with District city administration of Yakutsk, and in the long term – with other participants SIEI.
By November 8, 2013 implementation of the first stage of the project is begun. Delivery of licenses of the software is made. Works on installation and setup of a system (at the first stage it is necessary to set 16 jobs EDMS "CASE" and the option "Scanning") are conducted. In the first decade of November planiurtsya to provide personnel training and start of document registration. After accomplishment of these actions a system will be brought into operation. The first stage of the project should be completed until the end of the current year that since the beginning of 2014 it was possible to begin work in new EDMS.
