The Ministry of Health and Social Development of the Republic of Kalmykia completes the project of complex informatization

On November 20, 2013 the CORUS Consulting company announced project completion "Creation of a regional fragment of the Single state information system of health care of the Republic of Kalmykia (Uniform State Health Information System RK)" by request of Ministry of Health and Social Development of the Republic of Kalmykia.

Project Tasks

Project participants were faced by a task: in a short time to implement the medical information system (MIS) in all treatment and prevention facilities of the Republic of Kalmykia (Health Facilities RK), according to requirements of the Concept of creation of a single state information system in the field of health care and the methodical recommendations of the Ministry of Health and Social Development of the Russian Federation to its regional fragment.

Objectives:

• Automation of process of rendering medical services for quality improvement and availability of services
• Creation of a common information space of regional structure of health care

Project Progress

Within the project works are performed:

• Creation of MIS. The medical information system with the following functionality is created: registration and accounting of the serviced citizens, making an appointment, maintaining electronic cards, management of pharmaceutical activity, management and control of the movement of products in the food block of health facilities, automation of work of MES, accounting of the rendered medical services, maintaining and accounting of cases of temporary disability

• Preparation of infrastructure. Consolidation of health Facilities RK with branches and Ministry of Health and Social Development of RK in the uniform protected data network for information exchange and access to the centralized information resources, conforming to requirements 152-FZ about personal data protection.

• Creation of DPC. On the basis of the protected data network the data processing infrastructure consisting from was created: the central server based on Republican hospital of Zhemchuyev and peripheral servers of treatment and prevention facilities. The backup mechanism is implemented.

• Regional portal. The portal of the public and municipal services concerning electronic making an appointment with the doctor is created.

• Integration. In MIS integration into the regional and uniform portal of public services, network of infomats, with the medical information systems which are available in the region is performed

• Laboratory Information System (LIS). Implementation of a PIM helped to automate basic processes of laboratories: registration of biological materials and directions for laboratory researches; maintaining magazines of researches; data exchange with the laboratory equipment; report generation about work of laboratory interaction from MIS on booking for researches and transfer of their results

• Telemedicine. The possibility of image acquisition from the medical equipment, archive storage and viewing is implemented.

• Training. Qualified specialists of Corus Consulting provide training more than 1700 employees of a health care system.

• Hot line. "Hot line" for providing consulting services to the population concerning making an appointment with the doctor and also the operational solution of the arising technical issues in work of medical personnel is organized

Technical details of the project

A system is created according to architecture the client-server and consists of a server part - for storage of all data and execution of a specialized software of a system, and the client interfaces executed in the form of the application in workplaces. Interaction of a server part and automated workplace is implemented by means of the intranet network, and for interaction with external information systems the Internet using the provided means of ensuring of information security is used.

Server part of a system includes the special software (SS) - a complex of specialized programs. List of components and program components:

Client software: Client of MIS; Web observer

Project Results

• In MIS 1685 health workers work
• More than 180 thousand electronic medical records are entered
• More than 700 thousand addresses are processed
• The database of policies of compulsory health insurance is weekly updated
