In Yekaterinburg master new IT management tools energy efficiency of budgetary institutions
New services of the automated system Open housing and public utilities integrating data on energy consumption of city municipal authorities are started. Now it is possible to impose payment documents on meter readings, to calculate and compare specific consumption of energy resources, to prove budgeting, to calculate the feasibility study.
An electronic system works several years as a part of a Single system on duty and dispatching of Yekaterinburg and integrates 22 main managers of budgetary funds and 636 budget organizations subordinated to them today – schools, hospitals, the museums, libraries and so on.
It is the tool convenient both for the organizations, and for the city administration, it allows to reduce, accumulate and analyze data on energy consumption and fuels, so, to manage this consumption.
What changed? Depth and detailing of data. It allows to bring models to the maximum accuracy. Today in a system the most different objects with all types of resources, several metering stations, transit of energy are easily described. Authorized MBU "Energy saving" and Management of housing and public utilities of Administration of Yekaterinburg see reliable models of interaction of all participants of the market of budget energy consumption, all flows in it now. At the level of municipality, actually, the power balance on the budget sphere comes down.
What is not less important – also the financial balance comes down. For the first time for the similar systems, developers managed "impose" in each organization two models of accounting – contractual (on the basis of the signed delivery agreements of energy resources) and technology (on meter readings). In practice it will give the chance to reveal cases of unauthorized use of resources whether to check correctness of drawing of the invoice, the applied rate, everything parameters of an object consumer are considered, etc. It is a new step in transparency and an order in the system of energy consumption.
A system allows to perform conveniently monitoring of programs of energy efficiency of organizations – what actions and when are implemented, with what costs what received economy. Whether it is necessary to say how similar information is important for the feasibility statement on these or those actions in the future, efficiency evaluations of programs.
Also state management of metering stations is exercised – whether the counter operates whether it underwent planned checking where documentation on it is stored. Sometimes this information elementary is not enough for obtaining the broad and ordered picture on energy consumption of objects that on the scale of the megalopolis has serious effects. Now a system will be able to create diagrams and charts of qualities of operation of metering stations on all city.
Connection of an automated system of data collection from metering devices will allow to load information from counters directly on the server now, passing manual entry – error probability is minimized, accuracy increases. On each energy resource for objects specific indicators – consumption of heat on one studying at school, on a bed in a hospital, etc. are calculated. Comparison of these indicators on city selection gives food for the analysis, emissions and deviations are visible, so – energy saving potential.
When calculating indicators are given to comparable conditions for correctness of comparison. It is important and for the correct budgeting – at change of conditions (for example, transition to two-shift work of school) the budgetary institution will easily prove why and on how many it is necessary to change budgetary appropriations to purchase of all types of energy resources, and financial body, making similar decisions, it uses the reliable verified information.
In case of detection of discrepancies Open housing and public utilities create the automated calculation of claims from the consumer to the supplier of energy resource now – the director of budgetary institution will need only to sign the printed document and to send to the addressee.
