The Ministry of Finance of the Russian Federation automates work on planning of the budget

On December 5, 2013 the BARS GROUP company announced use of software [[BARS.Byudzhet-Online]|to BARS.Byudzhet-Online]] in the course of preparation of the budget of federal level.

The main finance document of the country is for the first time created using a single system. The cloud solution from BARS GROUP company - Budget planning – one of key components of the integrated information management system created in Russia by public finance "The electronic budget" is involved in this quality.

Budget planning this year differed from practice of a previous period not only in full automation of process, but also methodology. In its basis there is a program and target principle when expenses form proceeding from the purposes set by state programs.

In addition justification of budgetary appropriations (OBAS) under each article of the public expenditures within all state programs, subprogrammes and actions was required (with indication of specific social needs, amounts of public services, works, the purchase plan and other). Thus implementation of the program budget significantly increased the amount of the processed information.

"Competently built structure of budget data in close coordination with the state powers, priorities of the state and budget policy, the purposes of state programs and indicators of their achievement is the main instrument of increase in efficiency of budgeted expenses, – Dmitry Vakhrushev, the First Deputy CEO of BARS GROUP company, the member of task force at the Coordination commission on creation and development of the Electronic Budget system of the Ministry of Finance of the Russian Federation noted. – At the same time it is not always necessary to adhere to a straight-line method of efficiency evaluation. The analysis of the factors which affected impossibility of implementation of tasks becomes a key link in adjustment of future budget plan. Certainly, such analysis is possible only at consolidation of information arriving from all participants of budget process".

Project Results

The Budget planning system integrated specialized departments of the Ministry of Finance, economic and regional development, the main managers of budgetary funds in unified information environment. Using software Budget planning became possible to avoid paper document flow and separate files. Due to electronic interaction on each planning stage (at approval of reference books KBK, services, organizations, when finishing extreme amounts of allocations, at approval of data on state programs) accuracy of the information about expenses of the federal budget was reached.
