Development of the EDMS which is used in the Ministry of Internal Affairs began in 2010.

2012: Criminal case and start of commercial operation

In March, 2012 announced the Ministry of Internal Affairs the detected violations when purchasing on accomplishment of these works and criminal proceedings. It was reported, in particular, that department bought much more software (500 thousand licenses), than then really it was required to it.

In commercial operation a system was introduced in the fall of 2012, said in the document published GTSSIZI by the Ministry of Internal Affairs.

2013

Start of the new ECM project

In October, 2013 in the Ministry of Internal Affairs the new project on creation of EDMS which should automate preparation, processing, storage and use of documents in the divisions of central office of the Ministry of Internal Affairs and its territorial authorities which are responsible for office-work started.

Afterwards the Ministry of Internal Affairs is going to automate processes of document flow in all law-enforcement bodies in this connection one of requirements to created within the EDMS new project specifies its scalability: a system should be designed so that to provide necessary high-speed performance at simultaneous operation in it not less than 1 million users from whom not less than 50 thousand - the staff of office work divisions.

Details about a system

December 23, 2013. The Main Center for Communications and Information Security of the Ministry of Internal Affairs (GTSSIZI the Ministry of Internal Affairs) published data on EDMS of department which in the May reportof the Ministry of Telecom and Mass Communications was registered as one of lagging behind among federal executive authorities on use of electronic document management.

According to GTSSIZI the Ministry of Internal Affairs, as of the end of 2013 in a system is registered about 600 users, 100 of which use specialized jobs with function of scanning and printing of a barcode.

A system is used, in particular, in department of office-work and work with citizens' appeals and the organizations of the Ministry of Internal Affairs, in department of IT, communication and data protection, in the General Administration for Traffic Safety, the General Administration of Criminal Investigation, in operational management and also in department of public service and the personnel of the Ministry of Internal Affairs.

EDMS Ministry of Internal Affairs is created based on the platform of EMS Documentum 6.5 and contains such functional modules as the module of processing of documentary processes in department, the interaction module with the Law-enforcement portal of the Russian Federation and also interaction modules with MEDO and the Uniform portal of state services.

For the end of 2013 in EDMS Ministry of Internal Affairs about 600 users are registered

In a system the entering and outgoing documents, citizens' appeals arriving including, via the law-enforcement portal and the portal of state services, orders of the Ministry of Internal Affairs are processed. Also it contains the register of sending documents, orders and the delivery book. In total in a system 20 report forms are implemented.

Basic Element of EDMS Ministry of Internal Affairs is the software and hardware complex of federal level, and its functionality is used in divisions of law-enforcement bodies according to architecture "the Client-server: thin client".

The server of management of databases of a system uses Oracle Database 10g DBMS and works running Red Hat Enterprise Linux Server OS. Based on the last also the application server, the index server and the server of specialized software work.

2015: Purchase of office equipment for half a billion rubles

At the end of April, 2015 the Ministry of Internal Affairs announced[1] tender on delivery of office equipment for an electronic document management system. The starting price of purchase is more than 523.5 million rubles, and it is required to deliver all volume of goods provided by the contract till March 1, 2016.

For the specified amount department expects to buy 10.235 thousand scanners of a barcode and 5.094 thousand printers of a barcode, 9.546 thousand small desktop stream scanners and 395 big stream scanners.

To purchase does not specify preference by the brand of office equipment of the Ministry of Internal Affairs in documentation.

To purchase follows from documentation that the equipment should be delivered in the Central district administration of logistics of the Ministry of Internal Affairs which is based in Moscow and also in similar district administrations in the Far East, in the Volga, Ural, Siberian, Northwest and North Caucasian districts. A part of the equipment will be also delivered in the Central joint base of storage of resources of the Ministry of Internal Affairs in the Balashikha district.
