Transneft passes to resource model of IT services

At the beginning of 2014 in Transneft the project on transition to resource model of the organization of providing and consumption of IT in the company which will allow to plan costs and the number of staff of own IT personnel of Transneft proceeding from the need for IT services and also to calculate the cost of these services should start.

Development of resource model of IT services and their cost should be executed for the head company of Transneft and 19 of its subsidiaries, said in the project documentation published at the end of December, 2013.

The model assumes link establishment between planned requirement in IT services with planned requirement in IT resources. In its framework the list and the description of categories of the internal personnel necessary for accomplishment of services should be created and rates for each category of personnel are calculated and the wage rate book is created. Also the structure of attributes of the serviced objects should be defined, data on a current demand in IT services are collected, standards of labor input of the works which are a part of IT services, etc. are developed.

In addition to directly model, within the project it is going to automate the order of IT services – users will be able to make the choice from offered the list and also management of IT assets. For this purpose in the company the corresponding systems will be created. The first of them is going to be created based on the HP solution of Service Manager, the second – based on "the serial platform" which will provide a possibility of storage and data processing of IT assets in quantity not less than 1 million units.

IT departments of Transneft will provide to users not of an IT system, and IT service

In the project documentation it is explained that the project on creation of resource model of providing IT services in the company is continuation of the project on creation of the directory of IT services and operational services of Transneft and its subsidiaries. Both of them are "a necessary stage during reorganization of activity of IT departments of Transneft directed to change of a method of interaction with consumers of IT in the companies – transition from providing IT systems to providing IT services", said in the project documentation.

"Transition to service model offers a different way of interaction within which the user and IT department act as the consumer and the supplier of service, said in documentation of Transneft on the project. – At the same time requirements to the IT service can be easily formulated from positions of ensuring specific needs of business, and service quality will be estimated on as far as it meets these requirements".

Transneft expects that transition to such model of providing IT services will allow to provide transparent communication of the business need for IT formulated in an order type of a certain number of services with accurately certain quality characteristics – on the one hand, and the volume of resources (internal personnel and the budget costs) necessary for providing service – with another.
