The module of integration of DIRECTUM with MEDO - the application solution for ECM Directum.

Description

Technical solution "The module of integration of DIRECTUM with MEDO" helps:

• Load into EDMS and process the documents arriving according to the Medosistema system ^[1], notifications and receipts.
• Create EDMS objects on the basis of the data which arrived on MEDO: electronic documents, annexes to them, records of reference books "Registration and Control Cards" or "Citizens' appeal and the organizations" with automatic filling of their details.
• Trace key stages of passing to EDMS of the documents which arrived on MEDO (primary consideration, registration, appointment of contractors, the direction of answers).
• Unload in a format of packets of MEDO for sending outgoing documents (response and initiative) in electronic form for sending to correspondents of MEDO.
• Create on the basis of data of EDMS of the notification (the types of notifications provided by regulations all MEDO) and the receipt and to unload them from EDMS for sending in the MEDO format.
• Administer and control work of technical solution and to timely receive notifications on errors during the work of MEDO (failures in the registration, appearance of new correspondents, packets which arrived with violation of a format, etc.).
• Messages history of work (correspondence) on the MEDO system.

Technical solution:

• Provides the minimum intervention in internal logic of work of EDMS.
• Allows its use at serious modification the EDMS component, including SRC, cards of addresses, instructions, standard routes and others the EDMS component.
• Allows to accept, to process and create all types of ESD-documents (documents, notifications, receipts) provided by regulations of MEDO, and also to work with the citizens' appeals redirected by management on work with citizens' appeals of the Russian President Administration according to Part 3 of Article 8. Federal law 59-FZ "About an order of consideration of citizens' appeals of the Russian Federation"

Deployment

• Installation and setup of a subscriber station of MEDO (hardware and software system HSS "Sopryazheniye-D"). (It is executed by forces of the FSO and contract organization).
• Providing a secure channel of communication between the EDMS server, the server on which the module of integration and a HSS of "Sopryazheniye-D" will be deployed.
• Installation the TR component, initial filling of reference books and constants according to documentation on TR.
• Setup of start according to the schedule of scenarios, determination of the employee – the user of EDMS responsible for work with MEDO.

After installation

• Updating of information on correspondents of MEDO (on the basis of the list of the subscribers sent to the FSO).
• Registration (failure in registration) documents (addresses) arriving through MEDO the clerk (means of EDMS).
• Fixing in EDMS of primary resolution on the documents which arrived through MEDO (in the order provided by rules of work in EDMS).
• Document registration, SRCs requiring sending on MEDO channels in the reference book with a delivery mode of "MEDO". Attachment to SRCs of electronic documents in a format permitted for use by regulations of MEDO (for the main document the scan image with the signature of the official is obligatory).
• If necessary, formation (in manual or automatically) additional notices (about preparation of the report, about change in course of execution). Tools for formation of these notifications are switched on in the structure of TR.

Effect

• Fulfillment of requirements of the regulations providing for authorities and other public institutions at implementation / operation of EDMS to implement integration tools with the MEDO system.
• The minimization of additional labor costs of clerks and IT specialists connected with emergence of a new method of delivery/sending correspondence.
• Exception of finance costs on delivery of correspondence (a postage, courier services) to other correspondents of MEDO.
• Reduction of terms of passing of correspondence between subscribers of MEDO (till several o'clock).
• Obtaining operational information about results of consideration of the documents sent to the address of other authorities – correspondents of MEDO.

The bases to implementation

The order of the Government of the Russian Federation of September 22, 2009 N 754 approves "Provision on the system of interdepartmental electronic document management". According to this provision (With changes and additions from: On August 1, 2011, on September 6, 2012, on April 6, 2013):

"Interdepartmental electronic document management represents interaction of information systems of electronic document management of federal executive authorities, executive authorities of territorial subjects of the Russian Federation and other state bodies and also state non-budgetary funds (further respectively – information systems of electronic document management, participants of interdepartmental electronic document management)".

The organizer of interdepartmental electronic document management is the Federal Guard Service of the Russian Federation.

The order of the Government of the Russian Federation of October 02, 2009 No. 1403-r approves technical requirements to the organization of interaction of a system of interdepartmental electronic document management with electronic document management systems of federal executive authorities.

The order of the director of FSO of the Russian Federation approves "The regulations of exchange of documents in electronic form between public authorities of the Russian Federation using the system of interdepartmental electronic document management".

The order of the Ministry of Telecom and Mass Communications of the Russian Federation No. 221 of 9/2/2011 (No. 22304 is registered in the Ministry of Justice of the Russian Federation on November 15, 2011) approves "The requirements to information systems of electronic document management of federal executive authorities considering including, need of processing by means of these systems of the service information of limited distribution" which including provide that "EDMS of a federal executive authority interacts with the system of interdepartmental electronic document management (further – the MEDO system)". The specified requirements "… extend to the federal executive authorities implementing an electronic document management system, or estimating possibilities of already available federal executive authority EDMS".
