On January 31, 2014 the Profitproyekt company announced project completion of system implementation of efficiency evaluation and effectiveness of activity of the public civil servants of governor apparatus of the Yamalo-Nenets Autonomous Area on the KPI MONITOR Analyzer platform.
Project Tasks
The main objective of the project is connected with creation and system implementation of assessment which, provides calculation on the basis of accomplishment of specific indicators, secondly, reflects objective assessment of activity of each employee, thirdly, flexibly is modified, as in terms of methodology, and functionality of the software.
Project Progress
The project is implemented step by step.
The preproject examination which provided deep understanding of specifics of work of public servants, problem definitions, interaction and data exchange and also, allowed to estimate the level of information readiness is conducted: availability of the data necessary for calculations, formats, information systems, manual collecting and data processing, databases, completeness of metadata for ensuring calculation of efficiency and carrying out job analysis.
According to the results of preproject inspection created requirements to development of methodological model, the software of KPI MONITOR.
The second stage carries out research which result - methodological model of efficiency evaluation and effectiveness of work of the public civil servants. This model not only considered at the level of the systems of indicators of difference in the official status and functionality of employees, but also allowed in addition to simple fixing of results of office activity to analyze in modification time of its intensity and also the level of a contribution of each employee to solving of tasks of authority. Besides, the offered methodological approach provided calculation of coefficient of awarding of the public civil servants on the basis of measure values of effectiveness and efficiency of their work.
The third stage - technical: the methodological model of assessment of activity of the public civil servants is postponed for the KPI MONITOR Analyzer platform. Within the project as an object of system implementation two managements of governor apparatus of YaNAO are defined. According to the results of implementation of a stage:
- for each employee the individual systems of performance indicators and effectiveness of activity considering specifics of their job responsibilities were customized;
- two technology chains of data collection are created: automated, by means of import and data processing from the operating information systems (including from an electronic document management system) and technology of manual entry for the principle of maintaining the magazine of instructions;
- for each employee the individual panels of monitors reflecting information on dynamics of change of measure values of efficiency and effectiveness in tabular and graphical representation are configured;
- the possibility of detailing of indicators, both on structure of calculation, and by required analytical parameters is provided;
- vertically integrated system of job evaluation of employees is created by heads of structural divisions;
- algorithms of automatic calculation of effectiveness ratio and effectiveness of work of the public civil servants and coefficient of awarding based on work are configured;
- individual reports on results of work of employees and summary reports on structural divisions, etc. are configured.
