The city administration Surgut implements means of planning and management of state procurements

On February 10, 2014 the Cognitive Technologies company announced implementation in Administration of Surgut, administrative center of the city district of the same name of the automated control system of purchases on the basis of the CognitiveLot complex developed by Cognitive Technologies group.

Project Progress

In 2013 Cognitive Technologies won the state tender for "Accomplishment of technology works on development, delivery, implementation, further upgrade and warranty maintenance of complex automated information system of processing and order placement on deliveries of goods, execution of works, rendering services" and on the basis of the agreement with City administration in January, 2014. completed execution of works, transferred a system to the customer, carried out a cycle of the training seminars.

Project Results

The automatic management system purchases allows municipal authorities of the city without installation of the additional software in computers, using only the browser, to create and approve the needs for the nomenclature and goods quantity with administration and to submit applications for their purchase. More than 300 city organizations are in total connected to a system, among them - preschool institutions and schools, cultural institutions, etc.

Olga Uskova, the president of Cognitive Technologies group, noted: "The set IT system will allow city budget organizations to pass from the paper form of government with purchases to the unified information system covering all purchasing cycle. The city which is steadily holding upper places of ratings of the cities of Russia by the budget size took an important step on the way of increase in openness and improvement of public control over municipal budget spending. In my opinion, it will positively affect on site the cities in the authoritative National rating of transparency of purchases at the end of 2014".
