Automated System of the Central Notification (ASCN)

The Automated System of the Central Notification (ASCN) is the system of the operational notification the population and officials about emergency emergence threat.

Description

A system is developed by the Kaluga plant of the cable equipment - a part of JSC Ruselectronics holding.

ASTsO consists of complexes of technical means of the notification P-166M, KTSO-TRV and does not concede to world analogs, and on some key indicators exceeds ^[1]. Main advantage - an opportunity to quickly notify the population and officials on threat of emergence of emergency on different networks and communication lines, including the Internet, TV and broadcasting, digital networks, cellular operators.

The warning system consists of five levels – federal, interregional and regional, local and object that allows to distribute information from the master control center, both in all territory of Russia, and in any specific region.

A system is equipped with special protection against unauthorized access, in it the technology of "thin client" functioning irrespective of the operating system and protecting it from malware is applied. A system has maintenance function (automatic switching to reserve components), recovery of databases and the software. In addition to the basic function - about threat of emergency, ASTsO monitoring of a radiation and chemical situation, water raising level, etc. can carry out notifications in addition.

The implemented system has a number of advantages in comparison with the predecessors. Significantly time of data processing, informing on potential threats decreases. Reliability of system operation increased, the reliability of the delivered signals improved. The timely and operational notification of officials and the population provides simultaneous informing and gives necessary instructions about further actions for fight and security in the conditions of emergency.
