The MIAC of the Vladimir region creates the regional register AHD

On March 27, 2014 the companies "Rostelecom" also "PARUS corporation" announced the joint project on creation of the regional register of results of the administrative activity (AA) in the field of health care in the Vladimir region.

Project Tasks

Main objectives — to provide filling of the AHD federal service, to increase effective management of subordinated network of the Ministry of Health of the Vladimir region including more than 100 medical organizations. The Rostelecom company took part in quality of service provider.

Project Progress

Filling of the regional register AHD is performed by electronic unloading directly from the accounting systems of medical institutions of area. Such approach provides high reliability and completeness of information as does not allow manual editing of primary credentials in the subordinated organizations. At the same time the list of the unloaded data is defined by flexible configurations of programs of formation of electronic unloading and can change in any reporting period. The AHD general regional resource completely corresponds to individual requests of the customer, in particular, is integrated with an electronic document management system of "O7.DOK".

Use of special adapters — expansions of configurations of the local systems of medical institutions — helped to carry out integration with a uniform regional resource the products of different producers used by the organizations and, thanks to they are to avoid costs for replacement of software.

"The legislation provides two options of integration with the AHD federal service: by direct unloading of data from the accounting systems used in the medical organizations or by creation of the AHD regional service. At the same time the second method, except actually filling by data of federal service, gives additional managerial opportunities — Maria Degtereva, the director of GBUZ VO MIAC of the Vladimir region told. — Accumulating at itself authentic credentials, the MIAC is capable to provide not only high-quality control over data transfer process on the federal level, including control of timeliness of unloadings, but also to create information base for the Ministry of Health of area for the purpose of more effective management of medical institutions. A regional resource in this situation — the necessary tool both for monitoring, and for the comprehensive operational analysis of the arriving information".

Once the data entered at the level of the medical organization arrive results of AHD, in electronic form in regional and federal registers, and then are reused as in the most medical organization or MIAC of the Vladimir region, and at the level of the Ministry of Health of the Russian Federation" — Alexander Aznauryants, the project manager ("PARUS Corporation") emphasized.
